Abstract

Purpose

Controlling partner opportunism in public-private partnership (PPP) requires effective adaptation of governance mechanisms over life-cycle. This paper proposes a process framework of effective governance adaptation for controlling partner opportunism in case of PPP.

Design/methodology/approach

Using in-depth interview data and extensive secondary data, a comparative case analysis of governance adaptation for controlling partner opportunism in two provinces in the “National Health Insurance Program” in India was conducted. The study uses contextual analysis and critical incident technique to identify the opportunistic behaviors and use processing tracing to map the adaptation of governance mechanisms for effective control of partner opportunism.

Findings

The paper makes several propositions and proposes a three-stage framework for effective governance adaptation for controlling partner opportunism. The study proposes that governance adaptation begins with the iterative process of discovering governance needs, followed by the dynamic interaction between governance mechanisms shaping the adaptation process. The process ends with two-dimensional alignment–alignment of partner's goal and alignment of governance mix with governance needs resulting in effective governance.

Research limitations/implications

The paper contributes to the existing debates on governance mix and its effectiveness in PPP by proposing two-dimensional alignment for optimal governance adaptation leading to effective PPP governance.

Originality/value

Existing research presents contradictory findings about the effectiveness of governance mechanisms to control partner opportunism. The proposed process-view of governance adaptations tries to address this conundrum to some extent.

Abstract

The three governance modes of state, market and network have long been recognized as key forms of social organization. However, the failure of these modes to solve complex public problems has meant that new hybrid arrangements drawing on and mixing the strengths of each mode have come to the fore. This situation results in what is contended to be a “crowded” policy domain which may erode the potential for positive service delivery and programme outcomes. This paper argues that policy and decision-makers need to recognize the difference between these modes and select optimal mixes. The paper proceeds by tracing the evolution of the expanded mix. It sets out a coherent framework to aid decision-making and explores the challenges faced by governments in balancing the structural and operational mechanisms necessary to sustain the engagement of such a diverse set of players

Abstract

Purpose

The purpose of this paper is to explain the variation in the relationship between governance mechanisms and the effect of the relationship on contract performance, especially in controlling partner opportunism.

Design/methodology/approach

This study conducts a comparative case analysis of contract governance of “National Health Insurance Program” in India. The data are collected using field research through in-depth interviews and direct observation across three states in India.

Findings

The authors find that the governance mechanisms continue to complement and substitute, both in a dynamic manner, but until aligned with the nature of transaction, they are ineffective to mitigate opportunism, a critical dimension of contract performance. Inappropriate governance mechanisms inflate the gaps in incomplete contracts, resulting in partner opportunism.

Research limitations/implications

The study draws findings from healthcare context and service-based contracting; therefore, the applicability of this study may vary in other contexts.

Practical implications

The paper highlights the need for building flexibility in the governance structure while designing contracts. Further, managers need to combine both governance mechanisms dynamically to align with the nature of the transaction to control partner opportunism.

Originality/value

The authors contribute to the existing debate on the conundrum of the relationship between governance mechanisms and provide a new explanation. The authors propose that it is not the specific governance mechanisms but the alignment of the governance mix with the nature of the transaction that determines the contract performance, especially control of partner opportunism.

Abstract

Recent changes in university systems, debates on academic freedom, and changing roles of knowledge in society all point to questions regarding how higher education and research should be governed and the role of scientists and faculty in this. Rationalizations of systems of higher education and research have been accompanied by the questioning and erosion of faculty authority and challenges to academic collegiality. In light of these developments, we see a need for a more conceptually precise discussion about what academic collegiality is, how it is practiced, how collegial forms of governance may be supported or challenged by other forms of governance, and finally, why collegial governance of higher education and research is important.

We see collegiality as an institution of self-governance that includes formal rules and structures for decision-making, normative and cognitive underpinnings of identities and purposes, and specific practices. Studies of collegiality then, need to capture structures and rules as well as identities, norms, purposes and practices. Distinguishing between vertical and horizontal collegiality, we show how they balance and support each other.

Universities are subject to mixed modes of governance related to the many tasks and missions that higher education and research is expected to fulfill. Mixed modes of governance also stem from reforms based on widely held ideals of governance and organization. We examine university reforms and challenges to collegiality through the lenses of three ideal types of governance – collegiality, bureaucracy and enterprise – and combinations thereof.

Over the past few decades, the subject of governance has come to the fore in many public discussions, notably with regard to reforms of the social protection system. Without entering into various debates the concept has generated, we shall use it in its positive sense (Gilly, Leroux, & Wallet, 2004), to designate all of the interactions between various public and private actors in the elaboration and implementation of public policies to attain shared objectives of general interest (Enjolras, 2008; Le Galès, 1998). Governance thus reflects a change in the forms of collective action – which certainly would qualify as modernisation – and the growing importance granted to management strategies in this change. It also brings out the complexity of the interrelationships between the different levels of decision-making (horizontal and vertical), which might be characterised as ‘poly-governance’ (Eme, 2005). And governance also permits a simultaneous approach to the new territorial, productive and partnership arrangements emerging in response to the different levels of constraints and socio-demographic changes. These issues lie at the heart of the transformations of the welfare state and related policies for rationalising public intervention and stabilising public finances. Studies dealing with welfare mix and welfare pluralism (Evers & Svetlik, 1993; Esping-Andersen, 1999; Ascoli & Ranci, 2002; Pestoff, 2006; Richez-Battesti, 2008) bring out different ways of combining sources of risk protection or other forms of solidarity. Such research reinforces analyses of co-ordination, as well as those of management and decision-making.

Abstract

Purpose

The purpose of this paper is to summarize the key findings of meta-analyses in accounting, auditing and corporate governance research.

Design/methodology/approach

A structured literature review on 63 meta-analyses related to financial accounting, management accounting, auditing, and corporate governance is conducted.

Findings

Most of the previous meta-analyses have been focused on the topic of corporate governance with a clear focus on board composition as an independent variable and by integrating research- and country-specific moderating variables. Meta-analyses in management accounting are rare; furthermore, no meta-analysis in tax accounting has been published yet.

Originality/value

Meta-analyses on these topics are expected to become increasingly important in the following years because of the increased number of empirical quantitative research. This literature review gives useful insights for research, practice and regulation.

Abstract

Purpose

The purpose of this article is to describe the implementation and results of Finnish activation policy from the viewpoint of integrated services and in the framework of network governance. Special emphasis is given to examining the role of health care as an emergent partner in activation.

Design/methodology/approach

The functioning of integrated activation policy is addressed from the perspective of network governance. Network governance refers to an ideal type of governance based on strong strategic partnership and joint action. In Finland the one‐stop model of LAFOS represents a culmination of integrated activation policy. Implementation and results of LAFOS highlight the governance demands of joined‐up service delivery. Health care proposes yet another viewpoint to the development. The analysis is based on the results of two national evaluations.

Findings

Network governance has been a good starting point in Finnish activation policy for creating a client‐centered approach and for the co‐ordination of separate resources and services. However, problems with legitimacy and accountability seem hard to overcome in the network context. Elements of different types of governance are mixed in activation policy while network governance remains in transition. In Finland, health care has been an essential party to activation, and its role is getting stronger. The challenge is to incorporate health and work ability into a wider concept of employability and capability in society.

Originality/value

The article presents an analysis of the unique model of joint services in activation, LAFOS, and its governance. It also contributes to the discussion of the role of health care in activation and integrated activation policy.

Abstract

Purpose

Fair trade organisations (FTOs) have been taken quite early as examples of Social Enterprises (SE) and have contributed to the shaping of the SE concept. The purpose of this paper is to examine more deeply the link between FTOs and SE, both at a conceptual and at an empirical level.

Design/methodology/approach

First, different theoretical frameworks of SE are introduced and confront FT to each of these frameworks. The second step is an empirical study of FTOs across four European countries to illustrate and deepen the links between FT and SE, focusing on the goals and the governance structures of FTOs.

Findings

All the FTOs combine in some way economic, social and sometimes also political goals. FTOs are thus coherent to the “hybrid goals” nature of SEs. FTOs' governance is also quite specific and often innovative in terms of organisational architecture and stakeholders' involvement. Some FTOs are closer to the European – participatory – approach while others are closer to US – individual – approaches. Finally, the governance structures of FTOs seem to reflect quite well their goal mix.

Research limitations/implications

This paper provides a more solid basis for the often implicit link between FT and SE. Future researches could use this work to explore specific topics of the SE literature in the context of FT (e.g. stakeholders' involvement). The FT example could also be used to examine further the shifting boundaries of the SE reality.

Originality/value

The originality of this paper is to apply the SE concept to a specific field and to show how, within this field, there is at the same time a diversity of organisations, reflecting the diversity of SE approaches; and a range of specific features (especially in terms of goal mix and governance) distinguishing SEs from other types of organisations.

Abstract

Purpose

The spatial and psychological distance within agri-food chains provides both profit and risk for supply chain members. Grounded on the transaction cost economics (TCE) and institutional theory (IT), the purpose of this paper is to test whether the adoption of multiple supply chains (MSCs), which adopt both traditional and shortened supply chains, can be used to manage uncertainty and mitigate the risk associated with a supply chain.

Design/methodology/approach

In order to test the hypothesis, matched questionnaire surveys were developed to collect the data from farm managers and consumers. Completed questionnaires were received from 112 respondents. The hierarchical regression analysis was performed to test hypotheses.

Findings

The result shows the positive effects of environmental and behavioral uncertainties on MSC adoption and represents the diminished moderating effects of institutions (industrial and consumption tendency) on the relationship between uncertainties and MSA adoption.

Research limitations/implications

This study only explored producers and their recommended consumers; future studies can undertake questionnaire designs (one producer-to-many consumers) and empirical analyses with analytic hierarchy process theory to reexamine the hypotheses proposed in this study.

Practical implications

MSC adoption is a way to manage uncertainties resulting from spatial and psychological distance in the supply chain. Producers and consumers show their risk preferences by SC adoption after considering pre-constructed societal norms. Therefore, the consumers’ and producers’ choice of a supply chain reflects a process of communicating risk. The adoption of a mixed governance mode (MSC adoption) and accessing information about common practices are two ways to decrease such uncertainties.

Social implications

There are multiple goals (traceability, fairness, efficiency, well-being) in the food supply chain that may be satisfied by MSC adoption. Therefore, policymakers should understand the different values of various supply chains and facilitate the development of various supply chain modes.

Originality/value

This study integrated the undersocialized and oversocialized perspectives (TCE and IT) to understand how uncertainties of supply chains may be diminished. Based on these perspectives, it found that the adoption of the mixed governance mode and accessing of institutional information are two ways to decrease such uncertainties.

Purpose – The “governance” term has gained ground both in the academic debate and in the political rhetoric. A growing use of the term is perceived to go hand-to-hand with a loss of conceptual accuracy. A theoretical reference able to provide a context for the development of empirical governance research is needed. The research aims at systemizing the literature developed around the governance term, identifying its building blocks; this would allow the term to become a reference point in the theory and practice of public administration.Design/methodology/approach – The chapter is of a theoretical nature and based on literature review, both exploratory and synoptic, covering substantive and methodological material.Findings – Different public governance research clusters have been compared: Anglo-Saxon, Dutch, German, Scandinavian, and Italian. Important differences, with reference to contents or related to research approaches in use, are found to exist between and within these clusters. Nonetheless, some common elements are included in the “public governance” concept.Research limitations/implications – Linguistic barriers make different literatures accessible at different degrees to the researcher, resulting in different depth of analysis. This limitation has in part been dealt with research assistance kindly provided by native language colleagues.Practical implications – The clarification of the different meanings of governance facilitates a more precise use in the policy and public management discourse. Having identified interdependencies between the different levels enables a better design of public management reforms.Originality/value – Original features of this chapter are the international comparison of different administrative traditions and the analysis of different disciplinary approaches.
