Abstract
Purpose
This paper aims to better understand why neoliberal governance is so resilient to the crises that frequently affect all or part of the economy.
Design/methodology/approach
The argument of this paper relies on a macroanalysis of discourses surrounding the Global Financial Crisis.
Findings
Drawing on Girard and Foucault’s work, this paper argues that the resilience of neoliberalism partly ensues from the proclivity of this mode of governing to foster, for reasons that this paper seeks to highlight, spontaneous and widespread processes of scapegoating in times of turmoil. As a consequence of these processes, crises often are collectively construed as resulting from frauds: the blame is focused on specific actors whose lack of morality is denounced, and this individualizing line of interpretation protects the regime from systemic questioning.
Practical, social and political implications
Particular actors, rather than the system itself, are made accountable when things go wrong. Consequences are paramount. Today’s political economy is characterized with a proclivity toward social reproduction. While substantive change is possible in theory, considerable challenges are involved in practice in overcoming the dominance of neoliberalism in society.
Originality/value
Although Girard’s work has exerted significant influence over a number of disciplines in the social sciences, his ideas have not yet been widely used in governance and accountability-related research. Anthropological theorizations – such as those proposed by Girard – are valuable in providing us with a sense of how power develops in the economy.

Abstract
Big Data draws both praise and criticism, seen as both villain and hero. The release of megabytes of data by Wikileaks is accorded praise as information transparency by some, whilst others find the massive collection of information by Amazon or Google, often freely given, immoral and to be feared. The paper examines three cases embracing the velocity, volume and variety aspects of Big Data – digital platforms, driverless cars and the Banking Royal Commission – and uses René Girard’s theories of mimesis and scapegoating to show that the identification of a scapegoat, or villain, is a common feature in them and that concerns over Big Data are linked to fear of ‘the other’, thus helping to show how Big Data can be both loved and hated and how both practitioners and theorists might comprehend public reaction to big data and its ethical dimensions.

Abstract
Purpose
Succession planning is an emerging area for research in higher education institutions worldwide; however, literature is scarce in the context of developing countries like Malaysia. The factors that have an influence on the execution of succession planning in public universities are the primary goal that has been set for achieving the study's goal. Moreover, the development of leadership in institutions has been taken by adopting formal succession planning. This study aims to be explore the factors that can contribute to the successful execution of the plan, particularly in higher education institutions in Malaysia.
Design/methodology/approach
The study employed the qualitative approach. The registrars have been selected by using purposive sampling technique for face-to-face interviews from five public research universities of Malaysia. The in-depth data can be collected at research universities as they are old and comprehensive universities of Malaysia. The data were analysed through thematic analysis.
Findings
The number of factors that have been revealed through the findings are as follows: organisational culture, the support of top-level management, the strategic plan, the reward, the champion from top-level management and the budget. Further, the public universities of Malaysia required ensuring that all employees were aware of succession plan initiatives taken by institutions, although the system was challenged by not taking these factors into account.
Originality/value
The primary data have been collected to provide the insight regarding opportunities and challenges encountered in the implementation of succession planning in Malaysian public universities.

Abstract
This article considers the nature and role of leadership in three ideal types of public management innovation: politically‐led responses to crises, organizational turnarounds engineered by newly‐appointed agency heads, and bottom‐up innovations initiated by front‐line public servants and middle managers. Quantitative results from public sector innovation awards indicate that bottom‐up innovation occurs much more frequently than conventional wisdom would indicate. Effective political leadership in a crisis requires decision making that employs a wide search for information, broad consultation, and skeptical examination of a wide range of options. Successful leadership of a turnaround requires an agency head to regain political confidence, reach out to stakeholders and clients, and to convince dispirited staff that change is possible and that their efforts to do better will be supported. Political leaders and agency heads can create a supportive climate for bottom‐up innovation by consulting staff, instituting formal awards and informal recognition for innovators, promoting innovators, protecting innovators from control‐oriented central agencies, and publicly championing bottom‐up innovations that have proven successful and have popular appeal.

Psychodynamic observation and emotional mapping (POEM) is a professional development (CPD), supervisory and research process, which works from the ‘inside out’. It aims to ensure that staff experience is placed at the heart of understanding meaningful, relationship‐centred care in the workplace. Central to this process is the assumption that feelings occurring ‘under the surface’ in both staff and patients are important channels of communication impacting on staff, care practice and the service setting. In terms of good psychological health for staff and patient, the POEM approach facilitates the digestion and understanding of both conscious and unconscious processes in the workplace. It also contributes towards a healthier, more open workplace in which staff teams are supported in their capacity to think and respond effectively and honestly to everyday clinical and organisational pressures.

Abstract
It is commonly believed that banks are in special need of regulation to prevent financial crises, and the recent sub-prime crisis would tend to support such views. Yet it is clear that a series of perverse incentives exist in the banking industry. Incentives for bankers to take on too much risk lead to financial crises, and then a lack of a bankruptcy process for large financial institutions lead to massive taxpayer bail-outs. This chapter canvasses the issues surrounding the sub-prime crisis and explores arguments relating to regulation and the political economy of the recent crisis. As long as the political cost-benefit of having inefficient banking regulation dominates an economic cost-benefit of having efficient regulation, we can expect that perverse incentives will remain and financial crises will be a regular feature of the economic landscape.
