Abstract

Purpose

The purpose of this paper is to study how the government stimulates incineration plants to participate in waste classification management, and how to adjust the subsidy strategy for them.

Design/methodology/approach

Considering that the classification behavior of residents will produce herd effect, and waste classification can reduce the disposal cost of incineration plants, the authors constructed a differential game model between the government and waste incineration plants, and analyzed the input strategy of the government and incineration plants when they cooperate in the management of municipal waste classification.

Findings

Increasing the input level of supervision or raising subsidy price, the government can promote incineration plants to increase the input level of incentive. Moreover, from a long-term perspective, increasing the input level of supervision is more effective. Compared with government supervision, the method of incineration plants incentive can more effectively increase the amount of waste disposal. Furthermore, the government supervision and the incineration plants incentive have a positive interaction effect on improving the amount of waste disposal. Increasing the input level of incineration plants incentive or the level of waste-to-energy technology can increase the amount of waste disposal, and from a long-term perspective, increasing the level of R&D investment is more beneficial to increasing the amount of waste disposal.

Originality/value

The results are helpful to improve the investment in the management of waste classification, and also provide a certain theoretical basis for the government's subsidy policy for incineration plants, so as to reduce the financial pressure of the government.

Abstract

Purpose

The purpose of the study is to investigate strategies for enhancing pollution oversight by local governments while reducing government-enterprise collusion (GEC) levels. Additionally, the factors influencing pollution control efforts at incineration plants are explored. Potential approaches to improving them and for effectively reducing waste incineration pollution are suggested.

Design/methodology/approach

The authors examined the most effective methods for mitigating incineration-related pollution and preventing collusion and developed a differential game model involving interactions between local governments and incineration plants. The findings of this work have significant policy implications for central governments worldwide seeking to regulate waste incineration practices.

Findings

The results indicate that, first, elevating environmental assessment standards can incentivize local governments to improve their oversight efforts. Second, collusion between incineration plants and local governments can be deterred by transferring benefits from the plants to the local government, while increased supervision by the central government and the enforcement of penalties for collusion can also mitigate collusion. Third, both central and local governments can bolster their supervisory and penalty mechanisms for instances of excessive pollution, encouraging incineration plants to invest more in pollution control. Finally, when the central government finds it challenging to detect excessive incineration-related pollution, enhancing rewards and penalties at the local government level can be a viable alternative.

Originality/value

This study stands out by considering the dynamic nature of pollutants. A differential game model is constructed which captures the evolving dynamics between local governments and incineration plants, offering insights regarding the prevention of collusion from a dynamic perspective. The findings may provide a valuable reference for governments as they develop and enforce regulations while motivating incineration plants to actively engage in reducing waste-incineration pollution.

Abstract

Purpose

Against the background of alternative sources for feeding biogas plants, this paper aims to consider a utilization of landscaping waste as alternative to common crops.

Design/methodology/approach

In consideration of survey data, a robust framework is proposed based on characterizations of source and sink to meet the requirements of both sides reliably. Depending on available data and further surveys, a level of detail approach of a biomass supply chain is conducted in this regard.

Findings

In this context, different types of landscaping waste suitable for both biogas generation and incineration were defined. With respect to the sporadically minor quantities of landscaping waste, minor capacity load in terms of transportation is one crucial factor within an entire concept of logistics.

Practical implications

Due to the arising cost function, possibilities and needs of utilizing landscaping waste for alternative energy generation in biogas plants and incineration plants are drawn.

Originality/value

Moreover, economic and technological challenges concerning a utilization of landscaping waste in biogas plants are systematically revealed. Thus, technological processes in biogas plants were considered from a managerial point of view. The characteristics of rotting biomass in terms of its shelf life are considered additionally to ensure the required quality of input material particularly for the process of biogas generation.

Environmental campaigns in Ireland can be divided into pre- and post-affluence phases of multinational-led economic development in Ireland between 1958 and 2002. I construct an ‘issue history’ (Szasz, 1994) that locates the GSE case within the context of a series of community challenges to toxic industries during that period. These cases are relevant to an understanding of environmental movement activity in the decades before GSE's own campaign, before the onset of economic growth, or in the post-boom years when issues such as landfilling and incineration were the subjects of disputes across Ireland. I examine some earlier cases that have parallels with GSE's case in terms of their primary focus on toxicity and health risks, but I also look at the emergence of landfill and municipal incineration disputes since the mid-1990s that can be traced to the explosion of waste as a by-product of Irish society's fixation with consumerism.

Abstract

Purpose

Egypt has set plans to transform into a green economy which requires major reforms in the waste sector as one of the most vital sectors crucial for this transformation. This study aims at inspecting the current status of the Egyptian waste sector to highlight the major policy reforms needed. Furthermore, it assesses the economic viability of establishing waste-to-energy (WtE) projects under the current regulations that govern the sector.

Design/methodology/approach

The study employed an inductive analytical approach to scrutinize the institutional and regulatory framework of the waste and WtE sectors. Furthermore, a novel techno-economic analysis was conducted to assess the profitability of a WtE plant that employs moving grate incineration technology.

Findings

The analysis of the waste sector revealed its deteriorating state and the dire need for immediate restructuring through more stringent regulations to establish an integrated waste management system (IWMS) that incorporates WtE technologies as well as a number of corrective actions that would help enhance the sector. Additionally, the techno-economic analysis revealed the need to amend the current WtE regulation to comprise a gate fee as an indispensable revenue stream for WtE projects.

Originality/value

This study is one of a few studies that uses a new technique of analysis to explore the potential role that WtE projects can play in Egypt as a part of an IWMS that aims at transforming the waste sector into a resource sector while providing a renewable and sustainable source of energy.

For their part, GSE went into 2002 with a vision of how they saw the year unfolding. 2002 would see the holding of a general election, and the momentum of GSE's petition gathering and public meetings could be utilised in an attempt to politicise the incineration issue as part of the overall election campaign. The shifting dynamic of the political opportunity structure surrounding the incineration issue had seen GSE and their local political allies losing momentum, due to the removal of the councillors’ powers on the waste issue. However, the response of a public now concerned at this perceived undermining of democracy allowed GSE to extend their democratic deficit frame.

Abstract

A systems perspective of waste management allows an integrated approach not only to the five basic functional elements of waste management itself (generation, reduction, collection, recycling, disposal), but to the problems arising at the interfaces with the management of energy, nature conservation, environmental protection, economic factors like unemployment and productivity, etc. This monograph separately describes present practices and the problems to be solved in each of the functional areas of waste management and at the important interfaces. Strategies for more efficient control are then proposed from a systems perspective. Systematic and objective means of solving problems become possible leading to optimal management and a positive contribution to economic development, not least through resource conservation. India is the particular context within which waste generation and management are discussed. In considering waste disposal techniques, special attention is given to sewage and radioactive wastes.

Abstract

Purpose

In 2008, a number of Southern African countries cultivated about 900,000 ha of Jatropha, with a number of biodiesel plants ready for production; however, none of the projects succeeded. In 2014, KiOR advanced biofuel Energy Company in the USA announced bankruptcy due to incompetent technology. Studies disclose that the reasons for biofuel plants failure are not only due to lack of incentives and unclear policies but also due to lack of economic feasibility and low production yields. This paper aims to review the techno-economy assessment of second-generation biofuel technologies. The purpose of this paper is to summarize specific techno-economic indicators such as production cost, technology efficiency and process life cycle analysis for advanced biofuel technology and to narrate and illustrate a clear view of what requires assessment to deploy a feasible advanced biofuel technology. This study also reviews assessment of biomass supply chain, feedstock availability and site selection criteria. The review also elaborates on the use of different processes, forecasting and simulation-modeling tools used in different techno-economic analysis studies. The review provides guidance for conducting a technical and economic feasibility study for the advanced biofuels energy business.

Design/methodology/approach

The aim of this review is, therefore, to evaluate the techno-economic feasibility studies for the establishment of viable industrial scale production of second-generation biofuels. It does so by grouping studies based on technology selection, feedstock availability and suitability, process simulation and economies as well as technology environmental impact assessment.

Findings

In conclusion, techno-economic analysis tools offer researchers insight in terms of where their research and development should focus, to attain the most significant enhancement for the economics of a technology. The study patterns within the scope of techno-economics of advanced biofuel reveal that there is no generic answer as to which technology would be feasible at a commercial scale. It is therefore important to keep in mind that models can only simplify and give a simulation of reality to a certain extent. Nevertheless, reviewed studies do not reach the same results, but some results are logically similar.

Originality/value

The originality of this article specifically illustrates important technical and economic indicators that should be considered when conducting feasibility studies for advance biofuels.
