Abstract

Peacebuilding is often premised on international intervention in post-conflict situations. This epilogue extends the concept to address preventative peacebuilding in pre-conflict societies. Social movement organizations that spring from democratically oriented movements can either reproduce dominant and dominating leadership styles, or they can cultivate democratizing leadership (Klein, 2016) by developing democratic practices, structures, and cultures within and between organizations. Democratizing leadership promotes leadership as a verb more than a noun: as the operation of power in relationship between people, rather than as positional power grounded in an authority figure. In democratizing leadership, democratic decision-making is preceded by the development of individual and collective voice and followed by responsible collective action. In addition to these processes, democratic values are also essential, including: freedom (differentiated from autonomy), justice (procedural, social, and restorative justice), and equity (more than equality), which underlie structural processes and inform practices. When social movement organizations find creative tension between ad hoc leadership and the tendency toward bureaucratization, they can cultivate a democratic culture through organizational practices and structures for preventative peacebuilding work. Leadership in such organizations recognizes and utilizes creative conflict to sustain agonistic pluralism and promote conflictual consensus (Mouffe, 2013). This epilogue provides examples of democratizing leadership from social movement organizations, including: In the Heart of the Beast Theater, Minnesota Alliance of Peacemakers, Neighborhood Leadership Program, and the Higher Education Consortium for Urban Affairs, that illustrate how democratizing leadership can be developed in pre-conflict preventative peacebuilding organizations by integrating democratic practices, structures, and cultures.

Abstract

The importance of the security-political strategies of Africa's subregional organisations was accentuated in 2002 with the launching of the African Union's Common African Defence and Security Policy (CADSP), which will include, among other things, the establishment of a Continental Early Warning System and an African Standby Force. From that point on, subregional organisations were to be the building blocks of an all-African approach to security politics. The strategies of these organisations range from the top-down approach of the Economic Community of West African States (ECOWAS) to the bottom-up approach of the Intergovernmental Authority on Development (IGAD). Taking into account the particular characteristics of Africa's regional conflicts, this article examines the relevance for the CADSP of the approaches to conflict prevention and resolution of the latter two organisations. It analyses, first, the challenges facing the African Standby Force through an examination of ECOWAS's security-political strategy, and, second, the challenges facing the Continental Early Warning System through a look at IGAD's strategies. It suggests that two main issues are of critical relevance for the success of the CADSP. First is the lack of compatibility between the all-African strategy and the strategies of the various subregional organisations. Second is the lack of compatibility between formal processes of integration and trans-state regionalism within the continent. Although formal processes of integration are important, informal processes often play a much stronger role, undermining much of the progress made by the formal processes.

Abstract

Purpose

The purpose of this paper is to discuss the opportunities for future organizational and leadership research presented by positioning dialogue related to the #MeToo movement within a peacebuilding agenda. The #MeToo movement raised public consciousness about the pervasiveness of sexual assault and harassment in schools, workplaces and other institutions by an international social media campaign. However, subsequent discussions are often charged with hostility and outrage that result in divisiveness within workplaces and other settings that can further silence about these issues. The authors argue a community peacebuilding framework can create space to have difficult conversations to further the efforts of the #MeToo movement.

Design/methodology/approach

The authors will discuss the implications of a peacebuilding framework by the discussion of a case study in a rural setting to highlight the ways in which community conversations necessary to further the goals of the #MeToo movement.

Findings

A grassroots community peacebuilding framework can present opportunities for victims, offenders, family members and the community to voice expressions harms experienced and to enable processes of accountability. Promotion of a positive relational peace includes opportunities for education, skill development and conflict resolution that are healing and transformative for individuals and communities.

Research limitations/implications

The systemic social and cultural change required to prevent sexual harassment and sexual assault must happen within face-to-face relationships within community dialogue.

Practical implications

The authors argue a critical relational peace lens offers an emancipatory framework that can initiate change from the bottom up to facilitate social healing and further the efforts of the #MeToo movement.

Social implications

Grassroots peacebuilding invites a relational peace established by dialogue within communities. This dialogue is often not easy but is recognized as essential to establishing trust, resolving conflict and fostering community integrity.

Originality/value

In this paper, the authors offer a community peacebuilding framework to provide skill development and a vision necessary to host difficult conversations to inform the next wave of the #MeToo movement.

Abstract

Purpose

The purpose of this paper is to analyse the effects of socio-demographic factors on ethnic tolerance (ET) and religious tolerance (RT) as well as the participation of the local community in peacebuilding in post-ethnic violent conflicts in a multi-cultural society.

Design/methodology/approach

This research was conducted in the rural areas of Indonesia, on the basis of an empirical study that was performed in Lampung, a province at the southern tip of Sumatra. Data were collected through a survey of 500 respondents from five districts susceptible to ethnic conflicts. From each district, two villages that experienced ethnic conflicts were chosen and from each village, 50 respondents were randomly selected. To strengthen the explanation of quantitative data, in-depth interviews were also conducted with another 50 residents, five informants from each of ten villages. Informants comprised community leaders or traditional leaders, local police officers, local military officers and district government officials.

Findings

First, the degree of tolerance is not specifically concentrated in the socio-demographic characteristics. Second, ET affects RT. Third, local community participation in peacebuilding in post-ethnic violent conflicts is not influenced by the socio-demographic characteristics but is influenced by ET and RT. The socio-cultural approach is the main strategy for peacebuilding in post-ethnic (and religious) conflicts in multi-cultural societies. The weakness of inter-ethnic relations soon improves in the post-peace period through the reconstruction of social and cultural factors to strengthen social cohesion and social capital at the local community level by involving various stakeholders

Originality/value

This paper is a valuable source of information regarding current research on the role of local communities in strengthening and building peace in post-ethnic violent conflicts in multi-cultural societies.

Abstract

Purpose

Physicians' uniquely privileged social status gives them influence to help prevent conflict in addition to treating its victims. Yet the peacebuilding role of physicians has received little attention in medical education. In this paper, the authors tackle both and provide some concrete guidance to medical schools interested in taking it on.

Design/methodology/approach

Using Qualitative Description, a review of literature and expert interviews in violence prevention, peacebuilding, medicine and medical education, three statements are posited: improved healthcare may enhance the prospects for peace; there are mechanisms by which healthcare may potentially enhance peacebuilding; and medical education can be designed to support these mechanisms. A “peace audit” is developed against which to evaluate the efforts of medical schools towards peacebuilding. This audit is used to assess a medical school in Nepal that is invested in peacebuilding.

Findings

Medicine has a role, both in resolving conflict, and in preventing its occurrence. The experts believe that physicians have a responsibility to go further than treating the wounded and address the root cause of conflict: the structural violence of poverty and economic disparity.

Originality/value

This paper considers the mechanisms by which medicine supports peacebuilding, and the consequences of this for medical education. The literature to date has not dealt with this issue.

Abstract

Purpose

As of November 2021, six out of the 12 United Nations (UN) peacekeeping operations are in Sub-Saharan Africa, spread between the Democratic Republic of Congo (DRC), Western Sahara, Mali, Central African Republic, Abyei, South Sudan and Darfur. When considered alongside other recent conflicts in Liberia, Angola, Sierra Leone, Côte d’Ivoire and Mozambique, many of these conflicts are driven and sustained by resource looting of oil, minerals, timber, gas and fertile land and sand. Although other factors, particularly colonialism, the creation of poorly governed states, ethnic polarization, greed and extremism contribute to violence, the author argues that resource looting is central. Taking the DRC as the case study, the purpose of this paper is to examine why traditional UN peacekeeping, grounded in the international liberal order, has failed to efficiently deescalate wars and armed conflicts that are driven by resource looting and how alternative homegrown peace strategies can be more effective.

Design/methodology/approach

Deploying peacekeeping, peacebuilding and resource governance and theories, this paper examines the current UN peacekeeping efforts to increase our understanding of how alternative peacekeeping strategies found in African cultures, particularly indigenous epistemologies can be used to engender sustainable peace and security. The second argument is that sustainable peace and security cannot be solely exogenous, without integrating African cultural heritage, specifically African indigenous knowledge systems or epistemologies, a factor that is consistent with people’s right to self-determination and agency.

Findings

Peacekeeping that is exogenously enforced has failed to create sustainable peace and security in the DRC.

Originality/value

To the best of the author’s knowledge, this paper is original, based on the research conducted in the DRC. Following the academic writing norms, the data is backed up by literature.

Abstract

The 2006 General Assembly adoption of the United Nations (UN) Global Counter-terrorism strategy marked the first time all member states ratified a collective counter-terrorism (CT) agenda. Building on the 2000 Millennium Development Goals, the strategy incorporated Amartya Sen's capability-based approach to development. This promised human-oriented and holistic methods for countering terrorism and violent extremism, in contrast to the post-2001 ‘hard security’ context of the United States–led Global War on Terror (GWOT). Although the first pillar of the strategy emphasised human rights and social progress over isolated economic growth, poverty, violence and retrogression in conflict zones since 2006 have led to the deaths of millions. Combined with resource scarcity and environmental devastation, insurgency-related conflicts have resulted in 70 million people displaced worldwide in 2019, while the politically violent phenomena of extreme right-wing nationalism and neo-jihadism remain prevalent. Reflecting on the social and economic outcomes of the GWOT, this chapter evaluates development-related discourses and activity in UN-led initiatives to counter and prevent violent extremism and terrorism. In doing so, it accounts for the impacts of UN CT measures on contemporary patterns ‘in phenomena described in policy arenas as ‘violent extremism’ and ‘terrorism’, including ‘neo-jihadism’ and right-wing extremism, in Global North and Global South contexts.
