Abstract
Although more than 71 per cent of the Earth is covered by water, 97 per cent of that volume is saltwater held in the oceans. Of the remaining water, 2 per cent is freshwater locked away in snow and ice, leaving less than 1 per cent available for human requirements (Williams, 2016). Yet, water is crucial for human survival. Therefore, access to water must be recognised as a fundamental human right. In 2010, the United Nations adopted Resolution 64/292 which explicitly recognises the human right to water and sanitation, acknowledges that clean drinking water and sanitation are essential for the realisation of all human rights, and seeks to protect water as a national resource and the people that need it the most. Despite the adoption of the aforementioned Resolution, water remains a hugely pertinent issue across the world, particularly in areas where water is considered predominantly as a tradeable commodity. Hence, Water and the Sustainable Development Goals (SDGs) adopted by the 2015 UN-Water Annual International Zaragoza Conference are extremely important in terms of water protection, preservation and sustainable development. This chapter discusses access to water as a fundamental precondition of life, noting that the Republic of Slovenia became one of the first countries in the world to include the human right to water in its Constitution in 2017. The authors believe that this is an excellent example for other countries to change their legislation in favour of protecting the fundamental human right to access to water. It also presents further possibilities for achieving SDG 6.1 (and other SDGs related to water) in practice.

Purpose
The aim of this chapter is to determine the need for water management and accounting.
Design/methodology/approach
This chapter first gives an overview of water-related business risks and exposes the need for sound corporate water management and accounting; it then critically examines water-related issues from an accountability perspective. Furthermore, it gives an overview of Australian Standardised Water Accounting (SWA) and General Purpose Water Accounting (GPWA) as possible practices to strengthen water disclosure.
Findings
The present study confirms the need for, and the importance of, transparent, high-quality, credible and comparable water disclosure. Water is considered a public good and involves a public interest and, consequently, public responsibility for its usage, management and protection. Following this line of reasoning, the chapter draws attention to the need for accountability to be ‘public’ or at least shared between crucial stakeholders (government – at national and international levels, water industries, communities, environmentalists, NGOs, etc.).
Practical and social implications
Company efforts are commonly focused on internal and self-referred operations. The different and conflicting uses that may be made of water, and the fact that water is geographically and temporally sensitive, necessitate a search for more flexible and more extended forms of accountability. An implication of these findings is the need and opportunity to switch focus from a single/private perspective to a more general/public one, with benefits for all the stakeholders.
Originality/value
This research enhances our understanding of water management and accounting and may serve as a sound base for future studies on this challenging topic.

Abstract
Groundwater resources are the primary source of meeting the water demand in Bangladesh. In rural areas, hand-pumped tube wells have been the primary source of drinking water. Though studies claim that Bangladesh has the potential to achieve universal safe drinking water supply coverage, the presence of excessive arsenic in the shallow groundwater sources, and the encroachment of salinity in the coastal aquifers in coastal regions (Satkhira, Khulna, Bagerhat, Patuakhali, Jhalakathi, Pirojpur, Barisal, Barguna etc.) hind the path. The concerned authorities of government and other non-government organizations assist the coastal people with alternative technologies like Desalination Plant, Arsenic-Iron Removal Plant, Pond Sand Filtration (PSF), Managed Aquifer Recharge, Rainwater Harvesting System, Installation of Shallow, and Deep Tube Wells. But based on case studies and surveys, this article shows how these existing technologies fail to ensure water safety within the coastal areas. The Singaporean water management policy is an example, this article advocates for necessary government intervention to ensure safe drinking water in coastal areas.

Abstract
Purpose
This paper focuses on the long-term situation with water resources, and water sector in particular, analyzed through a Foresight study. The authors attribute particular attention to implication for Russia, which is relatively better positioned regarding the availability of water resources. However, the country still faces challenges related to the protection of water resources, drinking water supply, water networks, consumption patterns, water discharge, treatment and re-use. The present study aims at identification and analysis of trends, factors and uncertainties in water supply, demand, use and re-use with a particular focus on sustainability of water systems; water use by households and industry; and new water services and products.
Design/methodology/approach
Research methodology in this paper involves a horizon scanning exercise for the identification of the key trends, factors and uncertainties along with the identification of weak signals of future emerging trends and wild cards in the form of future surprises, shocks and other unexpected events that may disrupt the preservation of water resources and the future of the water sector. Trends characterize broad parameters for shifts in attitudes, climate, policies and business focus over periods of several years that usually have global reach. These are usually experienced by everyone and often in similar contexts. Trends may represent threats, opportunities or a mixture of them, identified through underlying processes, possible events and other future developments.
Findings
A key systemic restriction of water use for the next decades both globally and in Russia relates to competition between agriculture, energy, manufacturing and household water use. Given that the amount of renewable water resources is almost fixed and even decreases because of pollution, circular economy solutions for water use will be required. Implications of the global trends identified in the study for Russia are dependent on the overall situation with water resources in the country. Russia has sufficient water supply: the overall intake of water for drinking and economic purposes in Russia amounts to 3 per cent of the total water resources, two-thirds of which are discarded back to water bodies. At the same time, there are substantial problems associated with the extremely uneven distribution of water resources across the country, as well as high “water intensity” of the Russian GDP. The Russian water sector is currently not very attractive for investors. Moreover, it has significantly less lobbying opportunities than other infrastructure sectors, and this complicates its institutional and financial positions. Meanwhile, there have been some positive changes with regard to activities with a short pay-off period.
Originality/value
The paper offers one of the first studies on the future of Russian water resources with a focus on the water supply and sanitation sector. A comprehensive approach to trends identification (not found in other studies on Russian water resources) allowed authors to identify social, technological, environmental, economic, policy and value-related global trends and uncertainties. Moreover, implications of these trends and uncertainties, as well as Russia-specific trends, were outlined.

Abstract
Purpose
The aim of this article is to investigate the organization of water cooperatives in Greece for the first time, as promoted by a spontaneous social mobilization called Initiative 136. The above attempt appears as an alternative proposition as opposed to the state-driven full privatization of EYATH S.A.
Design/methodology/approach
This article presents previous work on water cooperatives and the negative effects of water privatization worldwide, relating it to water privatization in Greek reality through the prism of the current recession.
Findings
While full privatization under the pressure of the economic crisis is very likely to yield significantly negative results, a transformation into a water cooperative might provide a viable solution.
Research limitations/implications
Water cooperatives provide a solution for water distribution that is friendly for the consumer, the society and the environment.
Practical implications
Application of a cooperative method of water provision in Greece could be a springboard for the use of the model in other areas.
Originality/value
The article evaluates the privatization and cooperativization attempt of EYATH S.A. based on previous related research and considering Greece ' s current conditions.

Purpose
The purpose of this paper is to link debates around the international law on human rights and disaster management with the evolving debate around the human right to sanitation, in order to explore the extent to which states are obliged to account for sanitation in their disaster management efforts.
Design/methodology/approach
The paper is based on analysis of existing laws and policy relating to human rights, sanitation and disaster management. It further draws upon relevant academic literature.
Findings
The paper concludes that, while limitations exist, states have legal obligations to provide sanitation to persons affected by a disaster. It is further argued that a human rights-based approach to sanitation, if respected, can assist in strengthening disaster management efforts, while focusing on the persons who need it the most.
Research limitations/implications
The analysis in this paper focuses on the obligations of states for people on their territory. Due to space limitations, it does not examine the complex issues relating to enforcement mechanisms available to disaster victims.
Originality/value
This is the first scholarly work directly linking the debates around international human rights law and disaster management, with human rights obligations in relation to sanitation. The clarification of obligation in relation to sanitation can assist in advocacy and planning, as well as in ensuring accountability and responsibility for human rights breaches in the disaster context.

Abstract
Purpose
The purpose of this paper is to provide a case study of a global challenge: the relationship between commercial development and the protection of eco-fragile systems particularly where river water is involved. It reviews and critiques the legal and political processes that underpinned the Commonwealth Games (CWG) 2010 in Delhi and the building of the accommodation Village on the floodplain of the river Yamuna.
Design/methodology/approach
The paper covers the controversial modern history of the Yamuna river that runs through Delhi. The river is “dead” and has been subject to litigation concerning its usage and that of its flood plain. In particular, the controversy peaked prior to the CWG 2010 in Delhi and the required buildings associated with the games. The paper traces the history of the legal actions and the inter-related involvement of the various actors being the politicians, construction developers, the river bank dwellers and the local environmentalists. Close analysis is made of the statutory administrative procedures required for environmental clearance, the subsequent case law both in the High Court of Delhi and the Supreme Court of India. Additionally, usage is made of the media and its concerns over corrupt and negligent practices.
Findings
The Indian judiciary in their willingness to promote the construction of the Village failed to apply its own environmental jurisprudence. There was a failure to “lift the veil” and review flawed administrative practices that violated governing statutes. National pride, time pressures, political support, economic interests and rapid urbanisation created a pressure that the courts could not challenge. It was left to investigative committees, after the Games had concluded, to expose these wrongdoings.
Originality/value
The paper highlights the issue of the relationship of the courts and political and economic interests and how legally protected ecological interests are ignored.

Purpose
In March 2015 Vanuatu experienced Tropical Cyclone (TC) Pam, a category 5 cyclone with estimated wind speeds of 250 kph and one of the worst disasters in Vanuatu’s history. Prior to the cyclone, one-third of water in Vanuatu was collected by means of rainwater harvesting systems; around one quarter of these systems were damaged due to the cyclone and no longer functional. The purpose of this paper is to investigate social and organisational complexities in the resilience of water systems in Vanuatu following TC Pam, focussing on rural areas.
Design/methodology/approach
The resilience of water supply in rural responses to TC Pam was examined using the three following approaches: review of existing documents, a case study of a village and interviews with specialist local and international non-governmental organisation staff working in Vanuatu.
Findings
People’s reaction to the cyclone and its consequences at the village or community level in Vanuatu was impressive. The capacity of the locals, their involvement in the community and the low level of violence and high level of trust within society contributed to a quicker water supply restoration than expected. Despite severe shortages of water in some areas due to physical vulnerability of the system, the communities dealt with the issue calmly and the country did not experience any chaos due to water shortages.
Originality/value
The research results provide a benchmark for planners and decision makers in the South Pacific based on the social, organisational and technical dimensions of rural areas in Vanuatu that can be generalised to other countries in the region. This study also recommends potential tools to improve assessment of the role of social capital in fostering water supply resilience.
