Abstract

Purpose

Brain-drain insurgency has become pervasive amongst professionals and the last option for everyone in the country to realise a sustainable quality of work-life (QWL). All youths now in the country have perceived migrating to the international workspace as a noble idea. This study investigates the incidence of brain-drain and QWL amongst academics in Nigerian universities.

Design/methodology/approach

To sparkle a clearer understanding concerning factors preventing the QWL amongst Nigeria's lecturers, this study utilised a cross-sectional research design to survey the participants across all departments in federal institutions through an explanatory research approach. This study applied an array of adapted scales to evaluate members of academic staff track of what provoked the incidence of brain-drain amongst Nigerian lecturers and possible influence on their QWL. The study surveyed 431 members of academic staff in Nigerian universities to collect useful data and employed a structural equation model (SEM) to analyse the obtained data.

Findings

The outcome of this study highlights that there is a horrible condition of service amongst Nigerian lecturers, a poor compensation system, poor academic research funding and lack of autonomy are bane to the QWL experienced in Nigerian tertiary institutions today. This study indicates that poor staff development and inadequate university funding are part of the justification that provoked brain-drain insurgence, and allowed the government to lose their skilled and competent egg-heads in the university to other foreign nations of the world.

Originality/value

This study demonstrated that brain-drain has become part of Nigeria's national life given that all professionals are seeking better life where their skills, competence and energy would be valued. Brain-drain was not common until these days amongst academics and fewer studies were noted but this study showed a novel paradigm regarding the QWL and brain-drain trajectory.

Abstract

Purpose

The purpose of this study is to investigate the extent to which academic staff members in tertiary institutions in Nigeria access research grants, and to bring to light the factors that hinder their effort to accessing research grants.

Design/methodology/approach

An online questionnaire was designed using the SurveyMonkey software to collect the qualitative data from academic staff in tertiary institutions in Nigeria.

Findings

The study revealed that only a few number of academic staff members in the tertiary institutions in Nigeria have received research grants. The study also revealed that a large number of research works carried out by academic staff are funded by themselves from the meager salary they receive. It also emerged that Tertiary Education Trust Fund is the highest funding body that academic staff have received research grants from. Different research funding agencies/organizations both local and international that support studies in Nigeria were also mentioned to create awareness for others to utilize. Politics in the selection of research proposals, inadequate publicity/advertisement for research grants applications and lack of knowledge about funding agencies/organizations were identified as the most mentioned hindrances to accessing research grants in Nigeria.

Research limitations/implications

A limitation of this study is the low response rate obtained, considering the number of tertiary institutions in Nigeria which does not permit generalization. The low response rate suggests that responding to an online questionnaire is not high on the agenda of academic staff members in tertiary institutions in Nigeria, and this is a major challenge for researchers undertaking evidence-based research considering the number of institutions.

Practical/implications

The findings will provide academic staff with important data and insight into the various local and international research funding agencies/organizations that support research in Nigeria.

Social/implications

Academic staff members receiving research grants will enable them find a solution to societal problems through evidence-based research. The findings of this study will inform other academic staff of the various research funding agencies/organizations that support research in Nigeria. This will create awareness for them to access such grants.

Originality/value

The work is an original research work conducted by the researchers. The findings will add to the body of knowledge on the area of research funding in Nigeria.

Abstract

Purpose

The purpose of this paper is to investigate the potential of altmetric and webometric indicators to aid with funding agencies’ evaluations of their funding schemes.

Design/methodology/approach

This paper analyses a range of altmetric and webometric indicators in terms of suitability for funding scheme evaluations, compares them to traditional indicators and reports some statistics derived from a pilot study with Wellcome Trust-associated publications.

Findings

Some alternative indicators have advantages to usefully complement scientometric data by reflecting a different type of impact or through being available before citation data.

Research limitations/implications

The empirical part of the results is based on a single case study and does not give statistical evidence for the added value of any of the indicators.

Practical implications

A few selected alternative indicators can be used by funding agencies as part of their funding scheme evaluations if they are processed in ways that enable comparisons between data sets. Their evidence value is only weak, however.

Originality/value

This is the first analysis of altmetrics or webometrics from a funding scheme evaluation perspective.

Design/methodology/approach

The article examines the history of S&T information resource sharing in Thailand and presents the results of research designed to identify current problems in the provision of these services.

Findings

The article finds that S&T researchers in Thailand would benefit from much greater resource sharing, either via consortia or computerised networks, as part of a cohesive national strategy.

Practical implications

The article makes detailed recommendations regarding the future management of S&T services in Thailand.

Originality/value

This paper defines a best practice strategy for the future development of support to S&T researchers in Thailand.

Abstract

Purpose

This paper systematically reviewed the contributions of the recent Nigerian government agricultural policies and the impacts on the agricultural value chain system in line with the structural transformation of the sector and the Nigeria's vision 20:2020. The study also suggest strategies to upgrading various segments of the agricultural value chain and argue that Nigeria's agricultural sector requires huge investments and innovative ideas to increase production and create value addition across the most profitable areas of the value chain.

Design/methodology/approach

The authors systematically present evidences and data from the Central Bank of Nigeria (the apex monetary authority of Nigeria) and Nigerian Bureau of Statistics (oversees and publishes statistics for Nigeria) to estimate the impact of Government agricultural policies on the value chains system.

Findings

The study discovers that the various recent government policy interventions to tackle the austere challenges in the agricultural sector are yet to yield much significant solution. Given to the dwindling performance of the sector, the Nigerian agricultural value chain is somewhat affected with systemic and services gaps which underpin the market failures (missing markets and weak markets), although the agricultural value chain has the potential of triggering economic growth in a higher scale with a trickle-down effect to other sectors of the Nigerian economy.

Practical implications

Overall, the findings indicate strategies to upgrading the production and processing segments of the agricultural value chain and argues that Nigeria's agricultural sector requires huge investments and innovative ideas to increase production and create value addition across the most profitable areas of the value chain.

Social implications

The study proves that enhancing value addition in the agricultural sector is imperative to achieving triple-benefits of increasing productivity by building resilient systems that leverage on finance opportunities, deepening economic inclusive growth and achieving great milestones.

Originality/value

This study is the first attempt to focus on agricultural value chain system in line with the structural transformation and the Nigeria's vision 20:2020.

Abstract

Purpose

The purpose of this paper is to review the changing scenario of research in Pakistan and the status of demand and supply of library and information science (LIS) professionals with research qualifications to fill the leadership positions in Pakistan.

Design/methodology/approach

Government reports and websites were reviewed and telephonic contacts made with LIS faculty and senior librarians.

Findings

The paper finds that research activities are rapidly increasing in Pakistan, while there is a wide gap between demand and supply of LIS professionals with research qualifications.

Originality/value

The researchers have furnished some recommendations for filling the identified gap.

Abstract

The unseen benefit of the COVID-19 pandemic in Nigeria is that it presented an insight into the contributions of the manufacturing industry to the socio-economic development of the nation. During the pandemic, the unavailability of Personal Protective Equipment (PPE) have demonstrated the low production capability of the Nigerian manufacturing industry to provide essential materials and equipment required by the health sector. This availability of these facilities is vital for the sustenance of public health and lives of frontline health workers. Consequently, this challenge resulted in an increase in infection and deaths of frontline health workers which could have minimized if there were adequate provision of PPE local production. Hence, this study postulates that the COVID-19 pandemic is an entrepreneurial opportunity in Nigeria, especially for the mass production of PPE to service the health sector of Nigeria and sub-Saharan Africa. The study therefore investigated the challenges of entrepreneurship in Nigeria's manufacturing industry and examined how the strategic partnership between educational institutions, corporate bodies and the government can be optimized. Utilizing a qualitative research methodology based on scholarly journals and interview sessions, the study revealed that Nigeria's manufacturing capability is low due to Nigeria's age-long protectionist tendency, lack of integration of entrepreneurship skill in the industry, inadequate knowledge of financial knowledge, lack of synergy in the industry, among others. The study recommended a strategic framework for Nigeria's manufacturing industry for the production of PPE in form of a helix model after an overhauling of the production process of the industry.

Abstract

Over the last few decades, internationalization has become one of the major aspects of many universities’ development agenda. Such internationalization initiatives as study abroad and dual degree programs create greater academic mobility; however, they frequently present a risk of potential brain drain. Brain drain is commonly defined as the emigration of well-educated and skilled individuals from their home to another country, with less developed countries suffering from this phenomenon to a greater extent. Higher education institutions and national governments across the world have been trying to retain these individuals through improving the system of higher education, and increasing job advancement and research opportunities. This chapter examines the phenomenon of brain drain as well as its current trends and implications in the higher education sector. It pays particular attention to the case of Russia with its increased emigration of highly educated and skilled professionals over the last two decades, while also drawing on examples from other countries’ policies and practices. The chapter explores different programs and initiatives introduced on institutional and governmental levels to address the issue of brain drain in the context of internationalization of higher education.

Abstract

Purpose

The purpose of this study is to investigate librarians’ involvement in cross-disciplinary research and its implication in achieving sustainable development goals (SDGs) with the aid of five research questions. This is in a bid to integrate librarians into cross-disciplinary research, and a stride toward embedded librarianship.

Design/methodology/approach

Survey research design was used to gather data from an online group of library personnel with the aid of the questionnaire link posted on the platform. Palinkas et al. (2013) justified the use of purposeful sampling technique, while Yamane (1967) justified the use of 66 copies of questionnaire retrieved from the 1,562 population of action and inactive online members of the platform, which was subjected to descriptive statistics.

Findings

Librarians have high level of knowledge in possible aspects of cross-disciplinary research, which they have been previously involved in. Cross-disciplinary research is a means to achieving SDGs because it provides a basis for the understanding of SDGs and its actualization. Therefore, librarians being equipped to engage in cross-disciplinary research will contribute more to the global development agenda.

Research limitations/implications

The study seems to exhibit a weak power of generalization due to the purposeful sampling technique adopted for the study, been an online survey and the ±10 per cent precision level in determining the sample size. This should be taken into consideration for further study.

Practical implications

The study has implication for librarians in Nigeria in achieving sustainable development through cross-disciplinary research. While librarians engaged in research within the ambit of library and information science, this study proposes the need for them to extend their research knowledge and skills into other disciplines for greater impact in line with achieving the global development agenda.

Originality/value

This study is a stride toward embedded librarianship which reflects the need for librarians to participate in cross-disciplinary research, learning new skills and taking up new roles in research process.

Abstract

Purpose

The paper presents a literature review on research data management services in African academic and research libraries on the backdrop of the advancing open science and open research data infrastructures. It provides areas of focus for library to support open research data.

Design/methodology/approach

The literature analysis and future role of African libraries in research data management services were based on three areas as follows:open science, research infrastructures and open data infrastructures. Focussed literature searches were conducted across several electronic databases and discovery platforms, and a qualitative content analysis approach was used to explore the themes based on a coded list.

Findings

The review reports of an environment where open science in Africa is still at developmental stages. Research infrastructures face funding and technical challenges. Data management services are in formative stages with progress reported in a few countries where open science and research data management policies have emerged, cyber and data infrastructures are being developed and limited data librarianship courses are being taught.

Originality/value

The role of the academic and research libraries in Africa remains important in higher education and the national systems of research and innovation. Libraries should continue to align with institutional and national trends in response to the provision of data management services and as partners in the development of research infrastructures.
