Abstract
Purpose
The authors propose a strategic-balance approach to local content laws in which less developed economies in sub-Sahara Africa can develop investment incentive policies for attracting multinationals and direct foreign investment but, at the same time, have a structured and operational framework for the enforcement of local content laws. The purpose of the paper is to identify the elements involved in the equation: the incentives, the potential spillovers and the criteria for evaluation.
Design/methodology/approach
The approach involves a review of the literature and the operational details and limitations of local content laws in sub-Sahara Africa.
Findings
The paper develops a conceptual model for a holistic understanding and management of this dilemma by policymakers and development practitioners to maximize the benefits of natural resources to less developed countries in sub-Sahara Africa towards the fight against poverty and underdevelopment.
Research limitations/implications
This paper provides the opportunity to influence policy direction in relation to the adoption of investment incentive policies and programs and the enforcement of local content policy guidelines and regulations in sub-Sahara Africa.
Practical implications
Multinational companies (MNCs) operating in less developed and emerging economies in sub-Sahara Africa should consider how their economic and corporate social responsibility activities can help develop the capabilities of the local workforce through training and development activities; develop domestic firms’ capabilities via enterprise development programs; and develop local firm’s absorptive capacities through knowledge transfers and innovation systems to support development activities.
Social implications
Policymakers in less developed and emerging economies in sub-Sahara Africa need to strike a balance in adopting investment incentives policies towards attracting foreign investments and the enforcement of local content regulations to make sure they derive the maximum benefits from their strategic resources. It is important for policymakers to understand that the mere attraction of MNCs into an economy does not explicitly guarantee domestic job creation; rather, it depends on how MNCs respond to local content policy regulations through their business strategies. Linking investment incentives with local content policy regulations at a critical point could potentially support and strengthen industrial development in sub-Sahara Africa.
Originality/value
This paper is among the first to examine the challenges of both attracting foreign direct investment and enforcing local content laws and regulations in sub-Sahara Africa. This paper contributes to the understanding of this dilemma and how less developed economies can manage such a crucial and important issue using our proposed strategic-balance approach. The contribution of local content laws and the design and adoption of investment incentives policies and programs to attract foreign investment to promoting sustainable domestic growth and development must depend on the balance between the enforcement of local content policy guidelines and the provision of such investment incentive packages to attracting foreign investment.

Purpose
This chapter discusses the opportunity of Islamic project financing implementation for public infrastructure development in Indonesia.
Design/Methodology/Approach
This chapter, firstly, reviewed existing literature on Islamic finance to explore the applicability of Islamic financing in infrastructure development. Interviews were conducted as the first stage of Delphi method approach. This was then followed by reviewing Indonesia’s government policies and regulations in infrastructure industry and Islamic financing.
Findings
This chapter enlightens the implementation of Islamic financing on infrastructure project financing in Indonesia. The findings indicate that the government policies and regulations on both infrastructure investment and Islamic financing support the implementation of Islamic project financing, whereas, an improvement is still needed in order to overarch infrastructure business and Islamic financing investment.

Limitations/Implications
The result reported comprises the preliminary study of Islamic project paper written based on published research papers and interviews. Furthermore, the data collected for the study are limited to the case of Indonesian infrastructure projects.
Practical Implication
Islamic financing in Indonesia infrastructure projects development has not been optimally implemented. Therefore, this chapter serves as a catalyst to explore alternative financial scheme such as Islamic financing for infrastructure development.
Originality/Value
This chapter highlights possibilities and obstacles in applying Islamic scheme to infrastructure project financing. This provides a framework to analyse the steps to implement Islamic financing successfully in infrastructure development.

Abstract
Purpose
The primary objective of this study aims to intensively explore the environment of Indonesian regulations and laws related to the Islamic banking system and micro-, small- and medium-sized enterprises (MSME) and unveil the restrictive laws and regulatory flaws that potentially hinder the Islamic banking institution and MSME industry in achieving financial inclusion and promoting sustainable growth.
Design/methodology/approach
This paper implements a qualitative method by implementing a multi-case study research strategy, both from the Islamic banking institutions and the MSME industries. The data were gathered primarily through an interview approach by adopting purposive uncontrolled quota sampling.
Findings
The findings of this paper reveal two essential issues: First, the regulatory imbalances and restrictions could demotivate and hinder the efforts of Islamic banks in providing access to finance for the MSME segment, hence, encumbering the achievement of the financial inclusion agenda from the Islamic banking industry. Second, the flaws in MSME registration and taxation might discourage the formal MSMEs from extending their business license and prevent the informal MSME units from registering their business. This issue would potentially lower their chance of accessing external financing from the formal financial institutions and participating in supportive government programmes due to the absence of proper legality.
Research limitations/implications
Since this paper only observed six Islamic banks and 22 MSME units in urban and rural locations in Indonesia using a case study approach, the empirical findings and case discussions were limited to those respective Islamic banks and MSME participants.
Practical implications
By referring to the recommendations as presented in this paper, two critical policy implications could be expected from adopting the proposed recommendations, among others: By addressing the issues of the regulatory imbalance associated with the Islamic banking industry and introduce the deregulatory policies on profit and loss sharing (PLS) scheme implementation, this approach will motivate the Islamic banking industry in serving the MSME sector better and provide greater access to financial services, particularly in using the PLS financing schemes. By resolving the problems on MSME registration and taxation, this strategy will enhance the sustainability of the formal MSMEs’ operation and encourage the informal ones to register, hence, improving their inclusion into the formal financing services and government assistance programmes.
Originality/value
The present study attempts to address the literature shortcomings and helps to fill the gaps – both theoretical and empirical – by incorporating the multi-case study among Indonesian Islamic banks and MSMEs to extensively explore the Indonesia regulatory environment pertaining to the Islamic banking system (supply-side) and MSMEs (demand-side), and thoroughly investigates and reveals the restrictive laws and regulatory flaws that could potentially hinder the Islamic banking institutions and MSME industries in attaining financial inclusion and contributing to sustainable development.

Abstract
Purpose
The purpose of this paper is to take cognisance of the work–life balance (WLB) challenges facing working women in Oman, make a review of the family-friendly policies (FFPs), related provisions in labour laws of various nations, and identify and suggest some FFP-based solutions for attracting women to private sector jobs.
Design/methodology/approach
Initially, desk research was used to review the labour laws of the six Gulf Cooperation Council (GCC) countries and some pioneering countries known for their workplace policies using the major electronic databases and official websites. An exploratory approach was used to understand the lived experience of participants using 46 in-depth interviews. The data were analysed and the findings were explained and contextualised in terms of the Arab culture, wider social processes and consequences related to WLB.
Findings
The interviews revealed that the majority of women in the private sector are not fully aware of the labour laws and FFPs, and are not satisfied with the existing policies, as they do not provide the right WLB. Women in the private sector demand flexible working hours, privacy at work, reduced work hours and certain other benefits akin to the government sector. Omani Labour Law needs a review of FFPs in line with the best global practices and Oman’s diversification initiatives. The provision, awareness and implementation of FFPs in the workplace are necessary to attract Omani women to private sector jobs.
Research limitations/implications
This research focusses on Oman in particular and GCC countries in general in its coverage of Omani women workers. The outcomes would be important for the specific segment but would have limited potential to generalise.
Practical implications
The study of WLB and FFPs is of interest for both academia and industry globally. In its strategic vision 2040, Oman aims to encourage, support and develop the private sector to drive the national economy. To retain and boost the socio-economic development in the post-oil economy, the success of the private sector will depend on the participation of the Omani workforce. The role of working Omani women will be pivotal, for they form a substantial part of the skilled human resources inventory.
Social implications
Women working in Oman are influenced by labour laws, organisational culture, traditional attitudes and societal values and influences. The voices of women working in the private sector indicate a great need to create awareness of existing policies, ensure their compliance and devise additional workplace policies to enable women to contribute to the labour market.
Originality/value
There is a dearth of studies examining work policies and employment of women in the context of Oman in particular and the GCC Countries in general. Even in the extant literature, the sectoral imbalance between the government and private sector has not been explored from the perspective of WLB and FFPs. This study presents a unique approach and findings in this regard.

Abstract
Purpose
This research investigates factors affecting the intention to sort waste. Specifically, this research aims to develop a waste-sorting intention model by extending the theory of planned behavior (TPB) model and to test the model to ensure the model's goodness-of-fit, validity and reliability.
Design/methodology/approach
This research used a quantitative research methodology. Data were collected from 460 respondents using an online questionnaire. Some statistical analyses were performed to analyze the data: descriptive statistics, factor analysis, confirmatory factor analysis-structural equation modeling (CFA-SEM), SEM and Cronbach's alpha analysis.
Findings
The result shows that the intention to sort waste was directly affected by attitude, subjective norms, perceived behavioral control (PBC), moral obligation and facility support. Environmental concerns, waste-sorting knowledge and time availability indirectly influenced the intention to sort waste. The testing indicated that the proposed model was fit, valid and reliable.
Practical implications
The model provides a more comprehensive understanding of waste-sorting intention. The central and local governments can use the results to encourage waste-sorting intention in the community.
Originality/value
This research is believed to be the first study to develop and test the waste-sorting intention model that extends the TPB model by incorporating moral obligation, facility support, policy and regulation support, environmental concerns, waste-sorting knowledge and time availability into the traditional TPB model.

Purpose
We aim to comb the current policies that have been developed to promote the environmental industries in China and analyze them in a comparative manner.
Methodology/approach
We mainly use the method of text study to study the existing policies that Chinese central government published to promote the development of environmental industry. We built a database of policies and regulations from 1979 to 2015 by searching the official website of the Ministry of Environmental Protection of China.
Findings
We find that the existing policies focus on command and control approaches. Policies are more oriented to the stage of production instead of stages of investment and consumption. They rely more on negative incentive when stimulating supply and positive incentive when encouraging demand. Based on existing academic wisdom, we suggest that Chinese government should pay more attention to environmental economic policy and to stimulating demand for environmental products.
Originality/value
Few studies provide a systematic overview of the policy systems that have been developed to promote environmental industry in China in a systematic manner.

Purpose
The COVID-19 crisis has created enormous strain in global supply chains. The disruption has caused severe shortages of critical items, including personal protective equipment (e.g. face masks), ventilators and diagnostics. The failure of the industry to meet the sudden demand for these necessary items has caused a severe humanitarian crisis. These situations, resulting from the COVID-19, crisis have led to the informal growth of frugal innovation in sustainable global supply chains. This paper aims to provide a detailed overview of drivers of frugal-oriented sustainable global supply chains, following lessons acquired from emerging countries’ attempts to deal with the COVID-19 pandemic.
Design/methodology/approach
The authors used a focused group approach to identify the drivers and this paper further validated them using existing literature published in international peer-reviewed journals and reports. The authors adopted total interpretive structural modeling (TISM) to analyze the complex relationships among identified drivers.
Findings
The authors present a theoretical framework to explain how the drivers are interlinked. This paper has developed the framework through a synthesis of the TISM modeling and Matrice d’impacts croisés multiplication appliquée á un classment analysis. This paper observed that government financial support, policies and regulations, under the mediating effect of leadership and the moderating effect of national culture and international rules and regulations, has a significant effect on the adoption of emerging technology, volunteering initiatives and values and ethics. Further, emerging technology, volunteering initiative and values and ethics have a significant effect on supply chain talent and frugal engineering. These results provide some useful theoretical insights that may help in further investigating the role of frugal innovations in other contexts.
Originality/value
The authors find that outcomes of the methodical contributions and the resulting managerial insights can be categorized into four levels. Industry and researchers alike can use the study to develop the decision-support systems guiding frugal-oriented sustainable global supply chains amid the COVID-19 pandemic and in recovering them thereafter. Suggestions for future research directions are offered and discussed.

Carbon Efficient Practices (CEPs) are gaining momentum due to the serious consequences of climate change. While past studies have focused on the effects of either drivers or barriers to green practices especially in the context of developed countries, relatively little attention has been devoted to the simultaneous effects of drivers and barriers on product redesign, particularly in the context of China. The paper aims to discuss these issues.
Design/methodology/approach
Using a blend of the Contextual Interaction Theory and Newton’s second law of motion, this paper proposes a conceptual model that simultaneously examines the impact of CEP drivers and barriers on product redesign and performance.
Findings
Structural Equation Modeling (SEM) analysis on a sample of 239 Chinese manufacturing firms indicated that drivers had substantially higher effects on product redesign and performance compared to the influence of other barriers.
Originality/value
Use of Newton’s second law of motion as a theoretical framework for understanding the adoption of CEPs in the context of China is novel. Implications of this pattern of results on academic theory building and practice are offered.

Abstract
In the last two decades the subject of intellectual property rights (IPR) took on major significance as an element of global trade regulation and commercial policy. Implementation of the Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS) at the World Trade Organization (WTO) in 1995 obliged member countries, over various transition periods, to adopt and enforce minimum standards of protection for patents, copyrights, trademarks, trade secrets, and related policies. This mandate forced legislative and administrative changes in virtually all countries, but had particular impact in developing nations, which had generally weaker IPR standards prior to TRIPS. Since 1995 there have been additional multilateral negotiations, largely at the World Intellectual Property Organization, over stronger global standards for patents and copyrights for digital electronic goods. Most controversially, in its negotiations of bilateral free trade areas the United States aggressively demands highly rigorous standards, beyond those called for in TRIPS, for patent rules governing pharmaceutical products and new biotechnological goods in the agricultural and life sciences.
