Abstract

Purpose

This paper examines how the properties and patterns of a collaborative “networked hierarchy” incident command system (ICS) archetype can provide incident command centres with extra capabilities to manage public service delivery during COVID-19.

Design/methodology/approach

The paper illustrates the case of Sri Lanka's COVID-19 administration during its “first wave” (from 15 February to 1 September 2020). Primary data were collected through in-depth interviews with government officials who were directly involved in the administration of the COVID-19 outbreak. Secondary data sources were government publications and web sources. The data were analysed and interpreted by using narrative analysis and archetype theory respectively.

Findings

The findings highlight how Sri Lanka's public sector responses to COVID-19 have followed a collaborative “networked hierarchy” ICS archetype. More specifically, the government changed its normative ICS “properties” by incorporating a diverse group of intergovernmental agencies such as the police, the military, the health service and administrative services by articulating new patterns of collaborative working, namely, organisational values, beliefs and ideas that fit with the Sri Lankan public service context.

Originality/value

In responding to high magnitude healthcare emergencies, the flexibility of a collaborative networked ICS hierarchy enables different balances of organisational properties to be incorporated, such as hierarchy and horizontal networking and “patterns” in public service provision.

Abstract

Purpose

The design of participation processes influences their effectiveness. In light of processes which include both mandated and non-mandated direct participation and take place in collaboration with other actors, adequate leadership roles are an indispensable but challenging process element. The purpose of this paper is to analyze how mayors exercise leadership roles in such processes and how this relates to effective participation processes.

Design/methodology/approach

Applying a qualitative comparative case study design (n=7), this study investigates mayors’ leadership roles relative to other actors’ roles in the process of establishing a community-owned wind farm. Data collection relied on 21 semi-structured interviews, triangulated with documentary analyses and nine field-level expert interviews.

Findings

Findings reveal mayors’ exclusive roles of guarantor, formal convener, facilitator, and sponsor based on authority. Mayors’ various shared roles relate primarily to non-mandated participation. Mayors face tensions in their role exercise due to citizens’ expectations and their personal involvement. They experience a positive impact of shared leadership on the effectiveness of the participation process.

Practical implications

Mayors need to exercise specific leadership roles relative to other actors to effectively manage participation processes. Adequate role exercise relates to sensitization and mobilization for the issue, weakened opposition, and project adjustment to citizen demands. A strategic approach to process design can support mayors in their leadership efforts.

Originality/value

This paper adds to the knowledge on mayors’ leadership roles in participation processes and concretizes tensions and effectiveness of collaborative leadership. The paper reflects on the inference of findings for administrators as compared to mayors.

Abstract

Purpose

Further investigation is needed of network effectiveness in healthcare and how it is influenced by unpredictable events like COVID-19. Based on Provan and Milward’s (2001) framework, this study investigates the effectiveness criteria of healthcare networks and their potential contribution to network effectiveness during the pandemic’s challenges.

Design/methodology/approach

This research employs an explanatory case study in a local area of Italy’s Lombardy Region and analyzes network effectiveness at the network level based on network member perceptions.

Findings

Network effectiveness refers to the network’s ability to address patient needs, guaranteeing services through network members' coordinated efforts and a central coordinator that facilitates their interaction. Members’ capacity to strengthen their roles played a crucial part in sustaining network effectiveness when COVID-19 revised other members’ priorities and threatened achievement of network goals.

Practical implications

This study’s findings equip healthcare managers and policymakers with knowledge about network effectiveness criteria at the network level, offering suggestions for managerial practices and network design to address exogenous shocks.

Originality/value

This study identifies factors that influence network effectiveness criteria and provides insight into how network members can contribute to sustaining effectiveness during crises.

Abstract

Purpose

This purpose of this study is to understand how the spread of audit culture and the related public sector reforms have affected Finnish universities’ organization principles, performance measurement (PM) criteria and ultimately their reason for being.

Design/methodology/approach

Applying extensive qualitative data by combining interview data with document materials, this study takes a longitudinal perspective toward the changing Finnish higher education field.

Findings

The analysis suggests the reforms have altered universities’ administrative structures, planning and control systems, coordination mechanisms and the role of staff units, as well as the allocation of power and thus challenged their reason for being. Power has become concentrated into the hands of formal managers, while operational core professionals have been distanced from decision making. Efficiency in terms of financial and performance indicators has become a coordinating principle of university organizations, and PM practices are used to steer the work of professionals. Because of the reforms, universities have moved away from the ideal type of professional bureaucracy and begun resembling the new, emerging ideal type of competitive bureaucracy.

Originality/value

This study builds on rich, real-life, longitudinal empirical material and details a chronological description of the changes in Finland’s university sector. Moreover, it illustrates how the spread of audit culture and the related legislative changes have transformed the ideal type of university organization and challenged universities’ reason for being. These changes entail significant consequences regarding universities as organizations and their role in society.

Abstract

Purpose

This article examines the nature of service provision in the platform-based collaborative economy from the perspective of entrepreneurship theories. It departs from a knowledge gap about the individual and contextual determinants of service provision through digital platforms. By exploring these determinants for the service provision in two main sectors of the collaborative economy, transportation and accommodation, the study provides a first conceptual introduction of these activities and their nature for the existing entrepreneurship research.

Design/methodology/approach

The analysis is based upon Eurobarometer microdata (2018), covering 28 European countries with about 27,000 observations, and uses a seemingly unrelated Probit model.

Findings

The likelihood of service provision through platforms in the collaborative economy is highest for individuals aged 25–34 years but decreases continuously with age. Occupation, sex and population density of the place of residence are other relevant determinants. By contrast, the regulatory system and GDP per capita of the region are not relevant.

Research limitations/implications

The findings illuminate the under-studied individual and contextual determinants related to individuals engaging with entrepreneurial activities in the collaborative economy. Future research should investigate the role of previous self-employment, skills and spatial context.

Practical implications

The collaborative economy is still a marginal sector in Europe that is likely to grow bigger. Particularly the young, highly educated entrepreneurial persons located in urban regions may spur this expected growth. Supporting policy measures aimed at this social stratum might foster digital entrepreneurship and contribute to growth in the digital economy.

Originality/value

By exploring the individual and contextual determinants for the service provision in the two main sectors of the platform-based collaborative economy, transportation and accommodation, the study provides a first conceptual introduction of these activities and their nature into existing entrepreneurship research.

Abstract

In the past decade, library literature has witnessed a spate of studies documenting different aspects of Collaborative Virtual Reference Services (CVRS) and a significant amount of valuable information is spread across numerous individual reports. With the support of the Institute for Museum and Library Services, the authors of this chapter undertook a synergistic effort to examine these studies and identify the popular governance models as well as shared challenges and benefits. They conducted a supplementary survey of librarians with personal experience working in CVRS. The authors found that while collaborative structures are myriad, many utilize similar staffing and management strategies. Benefits of CVRS include shared staffing responsibilities, the extension of service hours, professional and community development, access to specialists, and mitigating the risks of a new service, while challenges include answering local questions, cultural differences, and software and technology problems. The literature on CVRS primarily focuses on single collaborations. While these in-depth examinations are valuable, they cannot provide a “big picture” of how libraries may work together to provide a service. As budgets shrink and ICT-facilitated connections grow, collaboration is an option to which many libraries are turning to for the provision of reference as well as other services. The quality of such collaborations may be improved by considering the lessons presented in this chapter, resulting in better service.

Abstract

Purpose

This study aims to enhance the understanding of the nature of collaboration between public and nonpublic actors in delivering social services and achieving social innovation in a fragile context, with an emphasis on the role of civil society organisations (CSOs). The paper focuses on Bosnia and Herzegovina, a Southeastern European country which has faced a turbulent post-conflict transition and experienced challenges in its social welfare policy and practice.

Design/methodology/approach

This study uses institutional theory, particularly new institutionalism and institutional networking, as a lens through which to understand public and nonpublic collaboration and social innovation within a fragile context. This study adopts a sequential mixed-method approach. Data were derived from 15 semi-structured interviews with representatives from local CSOs, international donors and public institutions, as well as a survey of 120 CSO representatives.

Findings

The collaboration and social innovation in a fragile welfare context have been initiated primarily by nonpublic actors and developed within the triple context of relations between public, civil and foreign donors’ organisations. In such a context, coercive, normative and mimetic isomorphisms act as leading drivers, but also as potential barriers of public–nonpublic collaboration and social innovation. They are triggered by influences from multiple actors, challenging power relations and external pressures on local CSOs.

Originality/value

The paper contributes to the growing research interest in the role of nonpublic actors in the provision of public services and public social innovation, but examines these issues from the perspective of a fragile context, which has thus far been overlooked in the literature.

Abstract

Purpose

The purpose of this paper is to discuss findings from the formative evaluation of a national public library development initiative in England, with a focus on the practice and impact of collaborative leadership.

Design/methodology/approach

A realistic evaluation approach was used in the study, enabling a nuanced assessment of the initiative’s contexts, mechanisms and outcomes in relation to its core objectives. These included testing innovative, partnership approaches to library service delivery, encouraging greater synergy between libraries and the arts and other public and commercial sectors. Evaluation findings are subsequently contextualised using a conceptual framework drawn from critical management studies on collaborative advantage.

Findings

Data show that the initiative was an effective catalyst for enhanced collaborative leadership in the public library sector, including the development of a cross-sector community of practice, with evidence of collective ownership and decision making. The relative collaborative advantages of the initiative are underpinned by evidence on the unique value of public library services to collaborating organisations and sectors.

Practical implications

Outcomes are of relevance to a range of public services and governing bodies with reference to shared strategic objectives with other sectors and services and collaborative leadership learning and practice.

Social implications

There are implications relating to the public value of library services and how this can potentially be enhanced via collaborative leadership approaches to service design and delivery. This is especially pertinent given current cross-government policy drivers towards integrated public services.

Originality/value

The research makes an original contribution to contemporary debates on cultural value in considering the cross-sector role and impact of collaborative leadership.

Abstract

Purpose

This study proposes an integrated collaborative web site among government agencies to enhance customer satisfaction with the service quality of government agencies.

Design/methodology/approach

The present authors invited all involved public‐sector agencies to integrate their service processes into a model of one‐stop shopping and established collaborative mechanism for providing customized service.

Findings

The present study has identified five factors that were critical for success in such an undertaking. These factors included: establishing appropriate regulations for the implementation process; designing a viable collaborativeservice system; establishing a closely connected virtual organization; ensuring the participation of senior managers from all agencies; and obtaining the cooperation of the facilitators from various agencies (including appropriate merit and bonus incentives).

Practical implications

The real challenge for establishing the collaborativeservice web site was managerial – in combining the service processes of a dozen or more agencies to make the model work. Managerial issues that need to be addressed were the design of service processes, the overall organizational structure, the establishment of audit and supervision procedures, and the establishment an operational model for the web site.

Originality/value

This web site serves as a successful “one‐stop‐shopping” model that increases customer satisfaction with the service quality of government agencies. This study provides information for other government agencies that might wish to establish similar collaborative models to enhance service in the public sector.

Abstract

Purpose

In 2009, Malaysia saw a unique approach to public service improvement. The National Blue Ocean Strategy (NBOS) was designed to enhance governmental performance by breaking down silos across ministries so that resources could be pooled and a leap in value of service is secured. This paper aims to examine the extent to which the NBOS has catalysed inter-agency collaboration and delivered improvements to public services.

Design/methodology/approach

The study adopts a qualitative approach drawing on data collected through semi-structured individual interviews with key informants complemented with information from other sources. The interview evidence has been triangulated with those obtained through group discussions, personal observations and review of official records and publications.

Findings

The paper shows that despite some teething problems, the NBOS has performed commendably. It has made notable inroads in promoting cross-agency collaboration, demonstrating evidence of improved service delivery and cost savings for the government. In short, it has produced results in areas where previous reforms have performed poorly.

Originality/value

The paper adds to the limited literature on collaborative management in developing countries. The Malaysian experience suggests that leadership and commitment at the highest level, an effective governance structure, participation of key actors at various stages and a blend of top-down and bottom-up approaches to project development and management are among the critical success factors for a collaborative approach.
