Abstract

Purpose

The purpose of this paper is to present an implementation plan for the new mineral policy development framework and mining cadastre system for Pakistan, which was developed in the first two papers of this series.

Design/methodology/approach

This paper presents an implementation plan based on three fundamental building blocks, namely, implementing an enabling institutional framework and other key elements of mineral policy framework (building block 1); mineral database and mining cadastre system (building block 2); and monitoring and evaluation (building block 3).

Findings

A new Ministry of Mineral Development (MMD) is suggested to be developed. A Mineral Development Advisory Committee (MDAC) is also suggested to be constituted under the Ministry of Planning and Development to oversee the development of the new MMD and to implement the actions suggested in the mineral policy development framework. The MDAC will implement the seven key elements of mineral policy development framework.

Practical implications

The design schema of PakMining Cadastre System for secure mineral rights system to attract local and foreign investments is presented. The implementation of institutional reforms, constitution of Mining Cadastre Directorate and implementation of other policy development frameworks is suggested for enabling environment. A comprehensive account of implementation and monitoring strategy is devised to be followed initially by the advisory committee and then by the MMD.

Originality/value

This paper presents original work on the implementation plan for a new mineral policy framework and mining cadastre system for Pakistan to extract maximum benefit from its mineral resources.

Abstract

Purpose

The purpose of the study is to compare methodologies for mapping a historic building, with image capture by smartphones and drones, using photogrammetric techniques for three-dimensional (3D) modeling of the structure. Processes and products are also analyzed, as well as possibilities for storing and visualizing data for structuring a cadastre of historical and artistic heritage are studied.

Design/methodology/approach

For mapping with smartphones, the overlapping of photographs was guaranteed, with data acquisition using three different cameras, on the same date as the aerial survey. The models were made from different combinations of camera use. For storage, a conceptual model based on ISO 19.152:2012 is proposed, which was implemented in the MongoDB, resulting in a database for storage. The visualization was carried out on the Cesium ion platform.

Findings

The results indicate that the terrestrial 3D reconstruction using smartphones is an efficient alternative to the historical and artistic cadastre, presenting texture quality superior to the aerial survey in a shorter production time. When dealing with the conceptual model, the LADM (Land Administration Domain Model) standardization guarantees interoperability and facilitates data exchange. In addition, it proved to be flexible for the creation of thematic profiles, supporting their effective storage. The insertion of data in the visualization platform was simple and effective, and it even generated sharing links for visualization of the models.

Originality/value

The study analyses a low-cost method with the use of easily accessible devices, with a combination of methodologies and applied techniques. The data storage and visualization method is also simple and flexible, suitable for application in the cadastre of historical heritage.

Abstract

Purpose

The purpose of this paper is to develop a new building typology for: the estimation of heat demand of urban agglomerations; and the assessment of the environmental impact linked to urban re-development policies.

Design/methodology/approach

In order to: capture regional differences of urban areas; and describe individual building components of neighbourhoods, the author proposes the construction of a new building typology based upon a regional material catalog (Klauß et al. 2009a).

Findings

The main findings of this analysis are primarily on method. The author presents a method to estimate the building shell from available information on the digital cadastre and the first attempt to link material databases with a ranking algorithm. The analysis application presented in this paper shows that the embodied energy on insulation materials and the corresponding energetic payback time depends on the “real” building shell, making it important to accurately compute this value.

Practical implications

Results from this analysis present an heat demand urban model able to capture: regional differences, thanks to the use of the regional material catalog, local characteristics of the building stock, thanks to the detailed information of the digital cadastre, and ability to link building stock models with rich Live Cycle Inventory (LCI) databases for the explicit consideration of the embodied energy of retrofit measures. Further applications of the developed method could be used to assess new urban development plans of the city as well as financial incentives packages for building retrofits.

Originality/value

This analysis shows the first step towards the development of a new building typology constructed upon a regional material catalog. This innovation allows taking regional differences into account. Because the author uses a detailed catalog of building components, an accounting of embodied energy by linking data of a LCI database is possible. In this paper the author presents an application of the enriched data set, the presented example shows the needed embodied energy by adding an extra layer to the predefined building components of selected buildings of the digital cadastre.

Abstract

Within the new democracies of Central and Eastern Europe, radical and far‐reaching programmes of reform are taking place. Central to these are the processes of privatisation and decentralisation which require the newly‐created tiers of local government to develop their own sources of locally‐based revenue. The property tax represents what is, from an international perspective, the most important, stable source of revenue for local government. The majority of the new emerging democracies have introduced or are in the process of introducing ad valorem‐based property taxes. This paper begins by focusing on those key elements which are central to the successful implementation of such systems and then gives a brief summary of developments in two transitional countries, namely, Armenia and the Czech Republic.

Abstract

Purpose

This study aims to present the findings from a series of case studies that examine the problems faced by countries seeking to introduce value-based recurrent property taxes to replace the ones levied on the basis of area or inventory value. It identifies that two of the most significant barriers are the absence of comprehensive list of taxable properties and inadequate data on transaction prices. Both of these can be overcome with sufficient resources, but this raises the question as to why governments are reluctant to do so, in spite of the advantages of such a change.

Design/methodology/approach

The paper makes particular use of case studies of Moldova, Poland, Serbia and Turkey, which have explored the potential of introducing value-based recurrent property taxes and the issues they have faced. The case studies have been produced by participant observers who have had the opportunity to examine developments over long periods of time. The case studies are set against a wider statistical analysis of the role of recurrent property taxes in tax systems.

Findings

Putting in place comprehensive systems for registering properties and recording their characteristics and systematically collecting data on transaction prices require significant investment over a long period of time. This requires commitment on behalf of governments. Governments may be reluctant to support this because of the opposition such reforms can face unless confronted with compelling fiscal or external pressures to act.

Research limitations/implications

The issues identified are the ones that many countries seeking to introduce value-based recurrent property taxes will face and puts forward how they can be tackled. The case study countries are middle-income ones with relatively well-developed infrastructure, which low-income countries may lack.

Practical implications

The solutions to overcoming the barriers to value-based recurrent property taxes encountered in the case study countries are the ones that are applicable to many other countries, who can learn from their experience.

Originality/value

The paper provides a perspective on overcoming the issues encountered in introducing value-based property taxes from the viewpoint of those who have been involved in working out ways of overcoming them and so provides insight that is a useful addition to the literature.

Abstract

Purpose

Against the backdrop of European eGovernment (eGov) and new public management strategies, public sector mergers are the ultimate transformation after collaboration and integration. The land administration domain is useful to evaluate how and why mergers occur or not. The domain usually comprises two types of organizations, cadastres and land registries. There are both national and international calls to merge these two types, yet some countries have opted to merge these, while others persist in maintaining two separate ones. How and why this occurs is the key question.

Design/methodology/approach

This study applies a mixed-methods approach of data collection and a co-evolutionary perspective on organizational changes. Agencies change alongside perceptions of staff members and external stimuli of policies. These are exposed through narrated personal vignettes and international benchmarking surveys of land agencies.

Findings

Decisions on mergers are primarily embedded in local organizational cultures, and follow non-linear paths and are historically path-dependent. Internal staff members tend to disfavour mergers. Contrastingly, external stimuli such as the benchmark surveys act as national and international stimuli which favour mergers. The common narrative of both perspectives is an increased relevance of “simplicity”, which does not however have an effect on merger decisions.

Research limitations/implications

The land administration domain is perhaps idiosyncratic. It has a long history with discussions on merging collaborating organizations. Still, other domains affected by eGov strategies have so far only focused on operational interoperability and database integration, and less on the potential for institutional or organizational mergers. Therefore, experiences from land administration will be useful in the future.

Practical implications

During the formulation of new eGov projects which foster further collaboration and integration in the public sector, it is necessary to take the merger experiences of land agencies into account. It is especially necessary to be aware of implicit norms which are fostered by positive feedback loops of social networks during mergers, which may influence discretionary decisions. In addition, international benchmarks and ranking need to reconsider their benchmarking criteria which currently only focus on efficiency measures.

Originality/value

Mergers may not be a next logical step when collaborating and integrating. Instead, mergers need to be rooted in personal long-standing collaboration practices. Furthermore, individual staff members may only be willing to engage in the operational aspects of mergers if it significantly makes their own tasks simpler and the quality of their work better appreciated by external customers.

Purpose

This paper aims to show the practical conditions of the unification of real estate register system in Korea.

Design/methodology/approach

Literature research.

Findings

Although some information improvements and benefits in transaction can be expected through the elimination of discordances between dualized registry/registration books, the unification process should consider some legal and institutional factors which have been stabilized in the Korean society.

Research limitations/implications

The socioeconomic effect of unification of real estate register system, such as cost-benefit consideration, is not included in this study. As for methodology, the conceptional framework is not based on an established theory, but on the simple thumb rule.

Practical implications

The unification of registry and registration system of real estate in Korea could be implemented in a way of mild delegation of tasks, without a radical restructuring of the system. The practical guideline could be found in the system of family registry.

Originality/value

The possibility of implementation of unification of the real estate register system is analyzed in aspects of social institutions and legal considerations.

Abstract

Purpose

Spatially enabled taxation systems provide public policy makers in Australia with a conundrum. For the Valuers General who provide the fiscal cadastre for the taxation system, spatial enablement could lead to a central role in State Government taxation or to a sidelined role. This paper aims to address this issue.

Design/methodology/approach

The paper uses a survey of Valuers General.

Findings

The paper establishes the current extent of adoption of spatially enabled taxation systems, identifies current provision and uses of valuation data and explores possible future provision and uses of such data.

Research limitations/implications

The sample size for survey may limit its use elsewhere.

Practical implications

The paper concludes that further integration and a unified national policy approach would be preferable.

Originality/value

The first published paper to establish the current extent of adoption of spatially enabled taxation systems and to identify current provision and uses of valuation data in Australasia.

Abstract

The paper presents a global model for understanding land administration systems in support of sustainable development. The evolution of these systems is presented as a response to the dynamic relation between humankind and land. The Nordic evolution is described with a focus that any land administration system is embedded in the cultural and judicial setting of the individual country/jurisdiction. The issue of spatial information infrastructures is recognised as an increasingly important component for achieving sustainable development in developed as well as developing countries. The paper discusses the conceptual, political and economic mechanisms, and examples are given with regard to the Danish conceptual approach in this area. Finally, the paper deals with the issue of decentralisation and the impact of central vs local government in land management in support of sustainable development. It is argued that competencies should rest with the lowest possible level of jurisdiction so as to combine responsibility for decision making with accountability for financial and environmental consequences.
