Abstract

Purpose

The authors developed and validated an algorithm using health administrative data to identify patients who are attached or uncertainly attached to a primary care provider (PCP) using patient responses to a survey conducted in Ontario, Canada.

Design/methodology/approach

The authors conducted a validation study using as a reference standard respondents to a community-based survey who indicated they did or did not have a PCP. The authors developed and tested health administrative algorithms against this reference standard. The authors calculated the sensitivity, specificity positive predictive value (PPV) and negative predictive value (NPV) on the final patient attachment algorithm. The authors then applied the attachment algorithm to the 2017 Ontario population.

Findings

The patient attachment algorithm had an excellent sensitivity (90.5%) and PPV (96.8%), though modest specificity (46.1%) and a low NPV (21.3%). This means that the algorithm assigned survey respondents as being attached to a PCP and when in fact they said they had a PCP, yet a significant proportion of those found to be uncertainly attached had indicated they did have a PCP. In 2017, most people in Ontario, Canada (85.4%) were attached to a PCP but 14.6% were uncertainly attached.

Research limitations/implications

Administrative data for nurse practitioner's encounters and other interprofessional care providers are not currently available. The authors also cannot separately identify primary care visits conducted in walk in clinics using our health administrative data. Finally, the definition of hospital-based healthcare use did not include outpatient specialty care.

Practical implications

Uncertain attachment to a primary health care provider is a recurrent problem that results in inequitable access in health services delivery. Providing annual reports on uncertainly attached patients can help evaluate primary care system changes developed to improve access. This algorithm can be used by health care planners and policy makers to examine the geographic variability and time trends of the uncertainly attached population to inform the development of programs to improve primary care access.

Social implications

As primary care is an essential component of a person's medical home, identifying regions or high need populations that have higher levels of uncertainly attached patients will help target programs to support their primary care access and needs. Furthermore, this approach will be useful in future research to determine the health impacts of uncertain attachment to primary care, especially in view of a growing body of the literature highlighting the importance of primary care continuity.

Originality/value

This patient attachment algorithm is the first to use existing health administrative data validated with responses from a patient survey. Using patient surveys alone to assess attachment levels is expensive and time consuming to complete. They can also be subject to poor response rates and recall bias. Utilizing existing health administrative data provides more accurate, timely estimates of patient attachment for everyone in the population.

Abstract

Purpose

Human resources (HR) management has encountered unforeseen obstacles and issues in recruiting, retaining, training and developing workforces under the “new normal” due to pandemic circumstances followed by the Russo–Ukrainian War and global economic turmoil. As the world is now well-equipped with technological advancements and internet-based connectivity, many pandemic disruptions have been avoided through rapid adaptation of technological systems. Despite the constructive outcomes of this contemporary approach to learning and development (L&D), this study explores the further depths of massive open online courses (MOOC) platform adoption in human resource development initiatives during pandemic times.

Design/methodology/approach

A qualitative research approach was adopted to understand the employee and HR perspective on the changes in L&D approaches in organizations. To gather the primary data, respondents were divided into two clusters; different sets of questionnaires were developed for interview sessions.

Findings

Results suggest that employee L&D was much more improvised with distance or online learning, including organizational e-learning systems and MOOC platforms. To accomplish their HR development goals, organizations went through significant transformations during the Coronavirus pandemic; organizational attempts to initiate online training and MOOC-based learning fostered positive results in employee capacity development, process improvement, employee engagement and motivation.

Originality/value

This research will assist organizations in developing interactive training methods as an effective replacement for traditional training. Additionally, it will assist readers, practitioners and HR specialists in understanding how MOOCs are changing the L&D ecosystem.

Abstract

Purpose

The extreme measures that have been taken by governments across the globe to minimize the spread of COVID-19 have had significant impacts on almost all the public sectors, especially on the economy and education. This study aims to address the approaches and prospective of online-based training and e-learning for employee learning and development during this COVID-19 crisis.

Design/methodology/approach

With an emphasis on the qualitative approach and considering the complex COVID-19 emergency, required data were collected from in-depth interviews to interpret the experiences of the respondents.

Findings

The findings suggested that the digital learning ecosystem offered flexibility of time, place and pace, which provided essential convenience during the COVID-19 crisis. From the human resource (HR) perspective, the e-learning culture has enabled the organizations to quickly adopt the new normal, secure sustainable continuity of organizational development and ensure decent work and growth within and across organizations. The adoption of e-learning and flexible working conditions following the setback has enabled the organizations to quickly cope up with the new normal, causing a significant paradigm shift in the organizational culture and corporate sector of Bangladesh.

Research limitations/implications

The study will assist the HR of any organization to contemplate e-learning systems as effective alternative training methods. Also, the study will be suggestive to traverse new dimensions and skillsets for the pedagogues.

Originality/value

This study offers new evidential scenarios regarding the emergence of effective e-learning initiatives and online-based learning programs for developing the workforce to be efficient and productive even in distressful and inconvenient COVID-19 situations.

Abstract

Purpose

Like every other sector, educational institutions have also been suffering immensely due to COVID-19 pandemic. Many educational institutions are now adopting digital classroom services. However, an online platform with the need for appropriate technology and infrastructure from the students’ perspective poses a severe challenge to developing countries like Bangladesh. The paper aims to figure out the relevant factors that affect the extent of student satisfaction with digital classroom services at the school and tertiary levels.

Design/methodology/approach

It is a quantitative study of 450 students from Bangladesh who encountered online classes during the pandemic of COVID-19. An equal number of students from all levels, including schools, colleges and tertiary stages, participated in the survey. Exploratory and confirmatory factor analyses are used to interpret the data. Structural equation modeling using AMOS graphic software is incorporated to test the study’s hypothesis.

Findings

Among all the four determinants of student satisfaction during this critical era, all levels look satisfied with the three underlying influences: technological, convenience and resource-related factors. However, school-level students found the digital classroom services abrasive with Internet connectivity and technical structures during online classes and exams.

Research limitations/implications

A comprehensive study can assess the difference between private and public university students in this regard. In addition, the impact of gender and/or location (rural/urban area) can be assessed by using the same model of the study.

Practical implications

Having the experience of the students’ satisfaction level during this pandemic, the government, educational institutions and other stakeholders can take away the findings of the results to have a better plan for Internet-based education at every level.

Originality/value

The study is unique to see the readiness of developing nations such as Bangladesh to focus on the sudden uncertainty like a pandemic in introducing the digital education platform. The study can add value to achieving the country’s sustainable development goal of becoming a digitally enabled regional education hub.

Abstract

Purpose

This study aims to investigate the conditional direct and indirect effects of supply chain relational capital (RC) on supply chain sustainability via sustainability governance.

Design/methodology/approach

In line with the study’s aims, a quantitative survey-based approach was adopted. This study uses a random sample of 272 manufacturing firms from the apparel industry in Bangladesh. This study assesses the measurement model using partial least square-based structural equation modelling and test the proposed hypotheses using the Hayes PROCESS.

Findings

The results reveal that the indirect effect of supply chain RC on supply chain sustainability via sustainability governance is significant. While at low levels of network complexity (NC), the conditional indirect effect of supply chain RC on supply chain sustainability via sustainability governance is significant, this study finds that such indirect effects are insignificant at high levels of NC. This study further shows that NC positively moderates the relationship between supply chain RC and supply chain sustainability.

Originality/value

While previous studies have demonstrated the role of RC in adopting sustainability practice, this study explores this link further by investigating the conditional direct and indirect effects of supply chain relational capital on supply chain sustainability via sustainability governance.

Abstract

Purpose

In 2020, the education system was preliminary halted by the COVID-19 crisis and went through radical improvisation, and online-based distance learning was the only plausible initiative to continue educational activities ensuring health guidelines properly. However, in reality, such desperate measure in case of a lower-middle-income developing nation lacking proper structural capabilities raised some issues and concerns for both pupils and mentors, and this study aims to explore the practice of online-based distance learning in private universities of Bangladesh and the challenges associated with it.

Design/methodology/approach

This exploratory research is qualitative in nature. A total number of 89 undergraduate level university students from different private universities were divided into two main clusters and interviewed in depth.

Findings

The findings of this paper revealed that common developing country syndromes like improper technological infrastructure development, limitation to devices or internet accessibility and financial hindrances can disrupt the harmony of the online learning experience. Also, the lack of tech literacy has created a huge tension and psychological inertia among both the teachers and the students.

Social implications

The coronavirus pandemic event, with its dreadful influence, is creating immense mental pressures for students to cope well with the online learning system. Comprehending the underlying challenges affiliated with online-based distance learning and enabling faculties or respected personnel with training and development programs to handle impediments better way, this learning initiative can ensure the best outcomes.

Originality/value

The significance of this study lies in comprehending the feasibility of online-based education regarding lower-middle-income developing nation context and the realism of such learning process's acceptability considering its actual effectiveness.

Abstract

Purpose

The purpose of this paper is to focus on the local-level initiatives through coastal afforestation, the natural and socio-economic context of the study area (Hatiya Upazila of Noakhali District, Bangladesh) and the adaptation and DRR strategies generated through coastal afforestation in coastal Bangladesh.

Design/methodology/approach

Field observations, focus group discussions (FGDs), semi-structured interviews, and transects were accomplished in both the dry and wet season. Spatial database generated and land use mapping integrated social and technical investigation. Five FDG sessions with participants from different livelihood options (fishermen, farmers and social representatives) were organised and, on average, 15~18 participants participated in each participatory session.

Findings

Mangrove plantation can be used to access new land and create alternative livelihoods, which are important for local community adaptation and to reduce disaster risks. Mangrove plantations provide chances for new land management options to be developed for use in Bangladesh.

Research limitations/implications

This study was conducted only at the south-central coastal district of Bangladesh. Data collection to summarise all the socio-economic issues is limited.

Practical implications

This paper can be used for the integration of geospatial and social research techniques to understand the community approach to fight against climate change-induced impacts.

Originality/value

The research is solely conducted by the authors. The conducted approach is a blend of social and technical knowledge and techniques in generating community resilience at the south-central coast of Bangladesh.

Purpose

Sharing economy-based service platforms are a relatively new way of delivering services that have received increasing attention from both practitioners and researchers. However, current research in the area is still developing in terms of offering practical insight in conjunction with a decision model that may help to determine optimal strategies for efficient service design in the sharing economy from a service triad perspective. Exploring this gap in the literature, this paper aims to develop and apply a decision model that enables managers to identify and prioritise the efficiency attributes of sharing economy-based services. It also aids in designing optimal strategies to enhance efficiency over time based on the insights obtained from users (buyers and sellers) and platform providers.

Design/methodology/approach

This study adopts a mixed-methods approach. The qualitative approach comprised an extensive literature review followed by in-depth interviews, and the quantitative approach adopted the quality function deployment (QFD) integrated optimisation technique to design and prioritise the most optimal strategy emanating from the application of a decision model.

Findings

The findings revealed that establishing global distribution, continued technological research and development (R&D) and enhancing the transactional platform are the most important strategies in the context of sharing economy platform providers (e.g. accommodation-based-platform service providers). This study also revealed that as the importance weights of the efficiency attributes changed over time, so too did the portfolio of strategies used to attain an optimal efficiency level.

Originality/value

The decision model brings a richer conceptual understanding of the dynamic changes over time that occur in the business ecosystem. It also allows managers of sharing economy-based platforms to select optimal strategies and make astute decisions towards achieving efficient service design.

Abstract

Purpose

The story of the Bangladesh public sector is not a happy one as it has often failed to uphold efficiency and equality in delivering services to the people. Hence leadership has a critical role to play to ensure equality, effectiveness and efficiency. The purpose of this paper is to evaluate the present condition and future prospect of leadership development in the Bangladesh public sector by focusing on the efforts initiated both by the government of Bangladesh and international organizations during the last ten years.

Design/methodology/approach

This paper has reviewed available literatures on theories of public sector leadership development and its application in Bangladesh to identify the state and future prospect of public sector leadership development utilizing available theories.

Findings

The analysis shows that partisan politics, dominance of generalists, absence of long-range feedback and monitoring systems and lack of efficient and knowledgeable trainers are the major impediments to public sector leadership development. International organizations provide proposals, frameworks, technical assistance along with funds to develop the public sector leaders but in implementing the schemes they have a very limited role in the implementation process.

Research limitations/implications

This paper does not offer much empirical evidence on public sector leadership development in Bangladesh, but creates the platform for further research on public sector training and leadership development with empirical data. Significant variables can be drawn out of this piece of work to design future research on this very important issue.

Originality/value

This paper will help the interested individuals involved in the public sector leadership development in Bangladesh to understand the divergence between the efforts put in by the government and international agencies in developing public sector leadership.

Abstract

Purpose

The purpose of this paper is to employ lessons learned from the industrial accidents in Skikda refinery during the period from 2005 to 2016 as input data for the numerical simulation of risk consequences to identify the exposed areas to the various effects of industrial accidents.

Design/methodology/approach

In order to assess how the lessons learned can contribute to modeling the accidents effects in the refining activities, this paper presents a combined statistical/dynamic approach that combines two main tools, namely, lessons learned from petroleum refining in Algeria and Areal Locations of Hazardous Atmospheres software.

Findings

The results showed that fire is the most frequent accident at Skikda refinery that is mainly caused by equipment failures with a frequent involvement of crude oil and LNG. The NO2 toxic effects are unacceptable. This means that in the case of a similar accident, the entire population will be exposed to an intolerable concentration of NO2. Therefore, people must be relocated to a safer place. The results indicate that the concentration threshold can be met beyond the distance of 1 km.

Research limitations/implications

Due to the economic importance of Skikda refinery and the absence of data related to the accidents in the refineries of Algiers, Arzew and Hassi Messaoud, this study is limited to the statistical analysis of accidents related to Skikda refinery.

Practical implications

This approach makes the risk assessment more practical and effective for the appropriate utilization of safety barriers and for the whole decision-making process.

Originality/value

This work presents a review paper of accidents that occurred in the oil-refining sector in Algeria, whose objective is learning lessons from past accidents history, by identifying their immediate causes and effects on personnel, equipment and environment in order to propose prevention measures. The novelty of this work is highlighted by the fact that this statistical analysis of oil and gas refining accident is realized for the first time in Algeria. This is due to the difficulty of obtaining data on accidents in the Algerian refining sector; for this reason, the authors have limited the study to the Skikda refinery.
