Abstract

Purpose

The purpose of this paper is to examine how the Chinese Central Government’s plan to alleviate brain drain, called the Thousand Talents Plan, has been glocalized by three major local governments: Shanghai, Tianjin, and Guangdong.

Design/methodology/approach

The lens of glocalization pays special attention to the impact of local reactions to global forces. Materials from the Recruitment Program of Global Experts for three major cases were examined for glocal characteristics. An analysis of each case was carried out to compare the strategies and implementations to explore the individual glocalizations and larger national similarities.

Findings

The findings show that each of the localities has distinct regional variations in their strategies: Shanghai utilized its economic prowess, Tianjin focused on clustering experts, and Guangdong maximized its geographic proximity to Hong Kong. At the same time, all three policies were still rooted in human capital development theory, with a keen emphasis to attracting migrants with greater propensity for staying long term in China.

Originality/value

The study of brain drain is important because it is a problem that plagues communities around the world, especially non-western societies. While China’s tactics to combat brain drain have been examined, the consideration of glocalization in the cases of Shanghai, Tianjin, and Guangdong have not been carried out.

Abstract

Purpose

The purpose of this study is to understand the destination image perceptions about Australia – a Western culture country – as held by the rapidly increasing, high spending, culturally dissimilar new segment of travellers, the Emiratis[1] from the United Arab Emirates (UAE).

Design/methodology/approach

A qualitative methodology was used to understand the cognitive, affective and conative images of Australia. A structured categorisation matrix was used to analyse the data so that only aspects fitting the matrix were selected.

Findings

Within the cognitive variable, Australia was found to be pleasant, family oriented, a fun place, laid back and the local people friendly. From an affective factor perspective, Australia was seen as being exciting, because of the variety of activities available for these tourists. Exciting was expressed by words like fantastic, amazing and extreme experience. In terms of the conative variable most of the Emirati tourists expressed strong feelings to go back to Australia and to even re-visit with friends. They also mentioned that they would recommend Australia to family and friends.

Research limitations/implications

A limitation of this study was that our sample comprised informants mainly from the Emirates of Abu Dhabi and Dubai, the two largest Emirates of the nation. The study offers destination marketing organisations’ (DMOs) insights into Emirati travellers’ perceptions about Australia, which would benefit destination marketing.

Originality/value

This study examines the under researched area of how Australia – with its liberal Western culture – could be better marketed to the growing numbers of culturally conservative, high spending Emirati outbound tourists from the officially Islamic UAE, and also more generally to the socio-culturally homogeneous Gulf Cooperation Council region that the UAE is part of. Whilst destination image is an intensively analysed topic within the realm of tourism research, and reportedly a powerful influence on destination choice, the extant literature on how Australia is perceived as a travel destination by Emiratis is scant. For DMO’s attempting to attract wealthy Emirati tourists into Australia, this research is valuable and timely, as several Emiratis are seeking newer travel destinations away from the Western hemisphere, where the general anti-Arab/Islamic sentiments are currently quite strong.

Purpose

The purpose of this paper is to provide an indication as to the motivation of people to remain in academic positions where substantial economic inequity is present and more favourable alternative employment is possible. This is important for the retention of qualified academic staff in Papua New Guinea (PNG) and for the supply of well-educated workers in this developing country.

Design/methodology/approach

The authors surveyed 94 national (indigenous) academic staff at a prominent PNG university for their perceptions of organisational justice and management support, with an aim determining if these variables were related to workers’ affective commitment (AC) and intentions to turnover. The surveyed staff members are all employed on an inequitable basis in that their salaries and living conditions are inferior to those of equally qualified expatriate academic staff.

Findings

The research found that staff members’ emotional connection (affective commitment (AC)) to their work was predicted by organisational support, whereas lack of organisational support predicted academic staff turnover.

Practical implications

Universities must provide supportive environments to enable staff to remain focussed and committed in order to maintain high morale and reduce turnover in academic staff.

Originality/value

Previous research on this topic has emphasised the economic inequity faced by national academic staff members in PNG’s high education institutions. The current research applies motivation theory to people experiencing this obvious inequity. It finds that an environment where workers experience management support and a sense of intrinsic reward can effectively influence their intention to remain at their place of work as well as their emotional connection to their institution and their students.

Abstract

The aim of this research is to develop greige (raw/non-bleached) cotton-containing nonwoven fabrics that likely would be competitive in quality, cost and performance to existing products that presently and predominantly use man-made fibers and some bleached cotton for wipes and other similar end-use nonwoven products. Since the whiteness and absorbency of these end-use products generally are the most desired and perhaps even critical attributes, the research was mainly focused on attaining these attributes by exploring various choices and optimum use of a variety of cost-effective cotton fibers and the blends thereof with other fibers. Nonwoven fabrics were produced, via a modern hydroentanglement system, with possible choices of using several types of cotton fibers, including the greige cotton lint and certain of its co-products such as gin motes and comber noils, and their various blends with polyester and nylon staple fibers. Bleached cotton was also used to produce an equivalent fabric for comparison. The research has shown that although the desired and perhaps critical properties of whiteness and absorbency of the selected fibers vary considerably among the various fabrics produced, the blends of greige cotton lint with man-made fibers can provide the fabric whiteness and absorbency comparable to those of say, a, bleached cotton fabric. The research results suggest that the greige cotton lint and/or its co-products in blend with polyester fiber may be sensible approaches to the development of functionally acceptable nonwoven wiping products that are also environment friendly.

Abstract

The aim of this study was to determine the effects of two popular web-forming technologies, viz., the Rando air-laid technology and the traditional carding and cross-laying technology, on properties of the hydroentangled nonwoven fabrics made therewith. A mill-like fiber processing study was conducted in a commercial-grade pilot plant using a variety of short staple fibers and their blends. The fibers used in the study were greige cotton, bleached cotton, cotton derivatives, and cut-staple polyester. The hydroentangled fabrics produced with the two systems were mainly evaluated for their physical and mechanical properties, absorbency, absorbency capacity, and whiteness. The study has shown that, with the exception of greige cotton linters, the greige cotton lint, greige cotton gin motes, and even greige cotton comber noils, either alone or in blend with the other fibers mentioned, can be mechanically processed into hydroentangled nonwoven fabric structures without any insurmountable difficulties. The drop test and sink time followed each other pretty closely, as the drop test time increased so did the sink times. The "whiteness" of fabric, which is significantly more dependent on the fabric's constituent fiber content than on the fabric's surface-based light reflection, obviously varied considerably. However, the whiteness index within the same fiber types and their blends shows no trend of significant difference between the fabric produced with carded fiber web and the fabric produced with random Rando fiber web. Incidentally, the Rando sample of bleached cotton was not available. Since the nonwoven fabrics of this discussion generally are disposable, the optional use of ‘brighteners’ to improve whiteness of certain whiteness-deficient fabrics may be considered as long as the brighteners do not easily bleed from the fabrics.

Abstract

Purpose

The purpose of this paper is to define and discuss the concept of zero-order responders (ZOR). It explores the potential lessons and the additive value that assimilation of responses of disaster-affected people into disaster risk reduction (DRR) and disaster risk management (DRM) programs can provide.

Design/methodology/approach

In order to support this concept, the authors review two recent extreme hydrometeorological events, illustrating how local populations cope with disasters during the period before external support arrives. Additionally, the authors address their under-leveraged role in the management of recovery. The empirical evidence was collected by direct observations during the 2017 El Niño Costero-related floods in Peru, and by the review of press following 2017 hurricanes Irma and Maria destruction in Puerto Rico.

Findings

During disasters, there is a window of time before official and/or external support arrives. During this period, citizens must act unsupported by first responders – devising self-coping strategies in order to survive. In the days, weeks and months following a disaster, local populations are still facing recovery with creativity.

Research limitations/implications

Citing references arguing for or against the value of documenting survivor methods to serve as a testimony for the improvement of DRR programming.

Practical implications

DRR and DRM must integrate local populations and knowledge into DRR planning to improve partnerships between communities and organizations.

Social implications

The actions and experiences of citizens pro-acting to pave fruitful futures is a valuable commentary on improvements for DRR and management.

Originality/value

This paper proposes a citizen-centered contribution to future disaster risk reducing actions. This approach emphasizes the reinterpretation of local responses to disasters. DRRs and DRMs growth as fields would value from heralding ZOR coping and improvisation skills, illustrated under stressful disaster-related conditions, as an additive resource to programming development.

Abstract

This chapter discusses how attachment theory, a theory that provides insight into the processes through which psychological and emotional bonds are developed in relationships, can be useful for understanding mentoring relationships. We develop a conceptual model emphasizing how attachment-related constructs and their relationships with mentors’ and protégés’ behaviors and emotions influence each phase of a mentoring relationship. Recognizing reciprocity in the mentoring process, the model also explains how the interpersonal dynamics of the mentor–protégé relationship influence the benefits gained by both partners. Propositions for future research on mentoring relationships are provided. We contend that examining mentoring through the lens of attachment theory can increase our understanding of the underlying factors or mechanisms that determine individuals’ involvement in mentoring relationships and differentiate successful from unsuccessful mentoring relationships. The research and practical implications are discussed.

Abstract

Purpose

The study aims to investigate the impact of additive manufacturing (AM) on the performance of a spare parts supply chain with a particular focus on underlying spare part demand patterns.

Design/methodology/approach

This work evaluates various AM-enabled supply chain configurations through Monte Carlo simulation. Historical demand simulation and intermittent demand forecasting are used in conjunction with a mixed integer linear program to determine optimal network nodal inventory policies. By varying demand characteristics and AM capacity this work assesses how to best employ AM capability within the network.

Findings

This research assesses the preferred AM-enabled supply chain configuration for varying levels of intermittent demand patterns and AM production capacity. The research shows that variation in demand patterns alone directly affects the preferred network configuration. The relationship between the demand volume and relative AM production capacity affects the regions of superior network configuration performance.

Research limitations/implications

This research makes several simplifying assumptions regarding AM technical capabilities. AM production time is assumed to be deterministic and does not consider build failure probability, build chamber capacity, part size, part complexity and post-processing requirements.

Originality/value

This research is the first study to link realistic spare part demand characterization to AM supply chain design using quantitative modeling.
