Abstract

Purpose

Institutional, economic, social and technological advancements enable openness to cope with wicked public management issues. Although open innovation (OI) is becoming a new normality for public sector entities, scholarly knowledge on this topic is not fully systematized. The article fills this gap, providing a thick and integrative account of OI to inspire public management decisions.

Design/methodology/approach

Following the SPAR-4-SLR protocol, a domain-based literature review has been accomplished. Consistently with the study purpose, a hybrid methodology has been designed. Bibliographic coupling permitted us to discover the research streams populating the scientific debate. The core arguments addressed within and across the streams were reported through an interpretive approach.

Findings

Starting from an intellectual core of 94 contributions, 5 research streams were spotted. OI in the public sector unfolds through an evolutionary path. Public sector entities conventionally acted as “senior partners” of privately-owned companies, providing funding (yellow cluster) and data (purple cluster) to nurture OI. An advanced perspective envisages OI as a public management model purposefully enacted by public sector entities to co-create value with relevant stakeholders (red cluster). Fitting architectures (green cluster) and mechanisms (blue cluster) should be arranged to release the potential of OI in the public sector.

Research limitations/implications

The role of public sector entities in enacting OI should be revised embracing a value co-creation perspective. Tailored organizational interventions and management decisions are required to make OI a reliable and dependable public value generation model.

Originality/value

The article originally systematizes the scholarly knowledge about OI, presenting it as a new normality for public value generation.

Abstract

Purpose

The purpose of this paper is to assess innovation in public sector organisations (PSOs) from the middle managers’ perspectives. Several studies have been conducted on innovation drivers in organisations; however, such studies are limited when it comes to the public sector. Innovation is a term that has been synonymous with the private sector, until of late when public sector organisations adopted the terminology.

Design/methodology/approach

The present study adopts a qualitative approach. The findings are based on a sample of selected 16 middle managers from two PSOs in Kenya. The study relies on focus group discussions (FGDs) to collect data. The data are analysed thematically, based on categorisation.

Findings

First, the results identified drivers, barriers, strategies to overcome barriers, innovation outcomes/indicators and the status of innovation in Kenya’s public sector. Second, the study points to policy directions, theory and practice.

Research limitations/implications

The study suggests that innovation drivers in the public sector greatly depend on government and top management, particularly the way they craft policies and provide support for innovative behaviours. The current findings are limited to innovation activities of the public sector in Kenya, specifically the two organisations.

Originality/value

The findings from this research can aid the understanding of the nature of innovation in PSOs given that it is empirically based on middle managers’ insights.

Abstract

Purpose

This paper aims to identifying challenges faced by innovation in the public sector of Jordan.

Design/methodology/approach

A qualitative method was adopted for achieving the study objective with the undertaking of thematic analysis upon the answers of respondents in relation to the challenges for innovation within the public sector of Jordan. There were 25 semi-structured interviews conducted with organizational development managers, innovation assessors working within the public sector and other experts.

Findings

The aspect of the government innovation concept that is most important is the creation of added value, and also that innovation is a process that is individual rather than one that is institutional. Leaders or managers and the employees are considered as primary sources for the innovation in government. On the basis of the analysis of the data within the study, it was concluded that the challenges faced by innovation management within the public sector of Jordan can be considered as being a lack of a culture that is supportive of innovation, a lack of vision for innovation, a lack of institutionalization, a lack of an innovation plan at the national level, a general lack of awareness, the bureaucracy and the rigidity of the organizational structures, the excessive routine, the lack of rewards and incentives, the lack of training, the lack of financial resources and, finally, the silo effect. Several recommendations are provided by the study for improving the reality for government innovation including the building of organizational culture for supporting innovation, the activation of open communication, the development and training of employees and the provision of proper incentives for them.

Originality/value

A conceptual model has been put forward by the study that may be employed in the assessment of challenges faced by managers when seeking to implement innovation management within institutions in the public sector. The study can also benefit both decision makers and practitioners and the makers of public policy within the public administration of Jordan, especially in relation to government innovation through the identification of all the challenges faced by innovation management in Jordanian public sector, and the provision of useful strategies and mechanisms that can help in the mitigation of those challenges and the improvement of innovation management levels in Jordanian government. Further, the study results can act as a catalyst for the issuing of annual innovation reports within the government sector of Jordan.

Abstract

Purpose

The aim of this chapter is to study innovation in the public sector, to get a better understanding of what is considered as an innovation, to show how that can be measured and to define different types of observed innovations. The chapter addresses to study all significant changes and improvements made within 12 Luxembourg public organizations.

Methodology/approach

The first part is a literature review with presentation of the key definitions and concepts; it illustrates the themes related to innovation and its measurement in the public sector. The second part presents the methodology applied to 12 Luxembourg public administrations. I based my study on a follow-up interviews conducted in 2008 within certain public organizations, followed by a second phase of satisfaction surveys completed from the rest of the administrations in 2012. I analyzed the results and measured public services’ degree of innovation. I adopted the Australian case of conceptual framework and presented its application into the Luxembourgish context taking into account national problematic in the discussion section. Comments and feedback are directly extracted from the interviews are added in the conclusion.

Findings

After analyzing the self-assessment’s final reports of 12 Luxembourg public organizations, my team and I, grouped the areas to innovate in different categories in order to identify the origins of the most recurrent causes. These self-assessment reports have also highlighted the lack of outcome evaluation in public organizations.

Practical implication

This study will help public sector organizations to develop strategies to improve innovation capability. First by implementing the continuous improvement program and second by measuring the public sector innovation, it will help organizations to identify their strengths and weaknesses on various aspects of innovation.

Purpose

Although the innovative behaviour of public employees is critical for the creation of public value and meeting of public interests, the authors are uncertain about the role of the human resource (HR) system in affecting individual behaviour as past studies tended to discuss innovation at the organisational level of analysis. Based on corporate human resource management (HRM) literature, the authors draw from the ability-motivation-opportunity (AMO) model to examine the influence of innovation-based HR practices on work-related risk propensity and innovative behaviour and the moderating role of perceived error tolerance of public sector organisations.

Design/methodology/approach

Dyadic data were collected from supervisors and their subordinates in various public sector organisations in the UAE. The authors collected valid responses from 100 managers and 200 employees.

Findings

This study's findings demonstrate that the HR system in the public sector shapes employees' behaviour at the individual level of analysis, consistent with the corporate HRM literature. The authors reveal that innovation-based HR practices significantly promote employees' innovative work behaviour because they trigger their inclination and disposition to take risks. Furthermore, the authors provide evidence that such risk-taking propensity at work is heightened under the conditions of a high level of error tolerance by the organisational management.

Practical implications

This study's findings point out the importance of implementing innovation-based HR practices, such as recruitment, reward and training, to drive public sector employees' innovative work behaviour as they could galvanise their risk-taking propensity and, subsequently, innovative behaviour. Public sector managers also need to develop an innovation culture tolerant toward employees' mistakes to further foster employees' work innovativeness. Policy wise, this study's findings could be integrated into the national innovation strategy to drive the national growth in the UAE.

Originality/value

This study sheds light on the drivers behind innovative behaviour among public employees, which is a less researched area, especially in a non-Western context.

Abstract

Purpose

The aim of this work is to provide an initial picture of how some design agencies are contributing toward a paradigm shift and how they are developing in the future to better inform design policies and interdisciplinary work. There is a general agreement that the current government and public sector structure and modes of operation need radical transformation. In this scenario, a shift from New Public Management towards New Public Governance paradigm has been auspicated. Design has attracted attention as a potential approach to support this transformation, but research into Service Design, as well as discussions on its future development, for public sector innovation is limited. This paper is an exploratory study into the individual work of seven representative UK design agencies operating for and within the public sector.

Design/methodology/approach

The paper reviews literature on public sector reform and innovation to inform comparative studies of contemporary design agencies working for public sector reform. Interviews with seven designers from NHS Institute for Innovation and Improvement, Participle, Innovation Unit, Uscreates, Collaborative Change, Futuregov and Snook are conducted to review their perceived role for public sector reform, their design approaches, exemplar projects and main challenges.

Findings

Emerging design strategies for Public Sector reform are: a collaborative design approach that considers all stakeholders as equal co-creators of public value; operating at different complementary levels to aim at systemic change; designing from the inside out (innovation culture) and outside in (market change). These different strategies imply the development of possible different business models. Existing creative tensions appear between embedding and outsourcing strategies, acting as facilitators vs designers, developing both designing and service delivery roles.

Research limitations/implications

This paper is based on a limited sample of design agencies, and it is not a systematic study into the impact of their design work, which should be the object of a following study.

Practical implications

This paper brings Service Design practice into public sector innovation debate to inform future interdisciplinary research and innovation policies. It positions existing design innovation strategies within the wider picture of public sector reform to support a more informed design practice.

Originality/value

Few studies have looked at the UK design agencies for public sector innovation and discussed their possible future developments. This paper provides an original and holistic description of design for public sector innovation with considerations on how it should be interpreted when developing supporting innovation and design policies.

Purpose

Promoting technological innovation is important to address the complexity of major engineering challenges. Technological innovations include short-term innovations at the project level and long-term innovations that can enhance competitive advantages. The purpose of this study is to develop an incentive mechanism for the public sector that considers short-term and long-term efforts from the private sector, aiming to promote technological innovation in major engineering projects.

Design/methodology/approach

This study constructs an incentive model considering the differences in short-term and long-term innovation efforts from the private sector. This model emphasizes the spillover effect of long-term efforts on current projects and the cost synergy effect between short-term and long-term efforts. It also explores the factors influencing the optimal incentive strategies for the public sector and innovation strategies for the private sector.

Findings

The results indicate that increasing the output coefficient of short-term and long-term efforts and reducing the cost coefficient not only enhance the innovation efforts of the private sector but also prompt the public sector to increase the incentive coefficient. The spillover effect of long-term innovation efforts and the synergy effect of the two efforts are positively related to the incentive coefficient for the public sector.

Originality/value

This research addresses the existing gap in understanding how the public sector should devise incentive mechanisms for technological innovation when contractors acting as the private sector are responsible for construction within a public-private partnership (PPP) model. In constructing the incentive mechanism model, this study incorporates the private sector's short-term efforts at the project level and their long-term efforts for sustained corporate development, thus adding considerable practical significance.

Abstract

The public sector has traditionally been considered inhospitable to innovation, particularly innovations initiated by middle managers and front‐line staff. Unlike the private sector, the public sector is characterized by asymmetric incentives that punish unsuccessful innovations much more severely than they reward successful ones, by the absence of venture capital to seed creative problem solving, and by adverse selection by innovative individuals against public service careers. A growing body of evidence based on applications to innovation awards reveals that, despite this inhospitable environment, frontline public servants and middle managers are responsible for many innovations. In addition, some public sector organizations have consistently produced a large number of innovations. Draws on this evidence to suggest ways of enhancing public sector organizations’ capacity for innovation.

Purpose

The purpose of this paper is to explore the specific meanings underlying the general antecedents of organisational innovativeness (OI) in one specific public sector context, to fill empirically the categories employed in prior quantitative research and to understand better some of the opportunities for strengthening facilitators of OI and overcoming barriers to OI that present themselves in particular contexts.

Design/methodology/approach

This research is based on a field study. It uses 29 semi-structured interviews with the members of UAE government and semi-government organisations. The research methodology is qualitative: it seeks to elucidate the meanings that structure the respondents’ understandings of innovation at work.

Findings

Across the UAE public sector there are great differences in organisational members’ interest in, and readiness to engage with, OI. Members of the public sector tended to conceptualise OI as a set of individual efforts and relationships in which the trust with superiors played a key role, as did the availability of individual rewards. For some respondents communication served as an umbrella term to denote organisational characteristics that would enable individuals to join efforts to make the public sector more innovative. Overall, the great variations in respondents’ ability to articulate and conceptualise the antecedents of OI suggests that organisational capabilities to support OI need strengthening.

Research limitations/implications

The paper’s insights are based on the study of the public sector of only one country and may be difficult to generalise to other countries.

Practical implications

The paper suggests ways in which Emirati public sector organisations can strengthen the facilitators of OI and overcome the obstacles presented by the barriers to OI in order to help public sector leaders and employees make innovation a routine element of their day-to-day work.

Originality/value

The paper presents a first attempt at using qualitative research to deepen our understanding of the antecedents of organisational innovativeness in the public sector.

Abstract

Purpose

This study aims to critically investigate the structural relationships between total quality management (TQM), service innovation and sustainability performance in the public service sector of the United Arab Emirates (UAE).

Design/methodology/approach

The study employed an online survey to collect data from 400 employees working in eight selected UAE public service sector organisations located in Abu Dhabi. The collected data were analysed using structural equation modelling (SEM) to empirically examine whether TQM practices improve service innovation and, subsequently, sustainability performance in the UAE's public service sector.

Findings

The results show that TQM has a significant impact on service innovation and sustainability performance in the UAE's public service sector. Additionally, service innovation partially mediates the relationship between TQM and sustainability performance.

Practical implications

The public service sector's TQM practices and service innovation in the UAE have a much greater impact on social and environmental sustainability than on economic sustainability performance. Adopting five dimensions of TQM (following the Abu Dhabi Award for Excellence in Government Performance [ADAEP] model) across the UAE's public organisations will enable government departments to deliver innovative services to its beneficiaries.

Originality/value

This study provides a substantial contribution by addressing the gaps in the literature. Very few studies have empirically investigated the possible association between TQM, service innovation and sustainability performance in public sector organisations, particularly in developing countries such as the UAE, where the increasing efforts in TQM practices are still in their emerging stages, mainly targeting innovative service offerings and sustainable performance.
