Abstract

The second of two related articles examining quality assurance in university continuing professional education (CPE). Proposes an action framework which is the outcome of research comprising three elements: postal questionnaires which examined the attitudes, aims and practices of specialist and non‐specialist providers of university CPE; an analytical review of practice in other branches of education, and in health, welfare and construction, including BS 5750; and case study research conducted with professional bodies and employers. Argues that a context‐specific approach to quality is required, which would remove both the market and the customer as determinant concepts and would, instead, concentrate on developing quality to fit the character of a distinct and complex educational practice.

Abstract

Despite recent developments in the sociology of complementary and alternative medicine (CAM), a critical analysis of the apparent affinity between CAM and nursing has, to date, remained essentially undeveloped. An empirical project is currently being conducted as an initial step to address the absence of such important critical research. A total of 30 written life history narratives were obtained from nurses working with and using CAM to explore such matters as professional boundaries and nurses' authentication strategies and conceptualisation and operationalisation of CAM. This paper addresses questions and conflicts that arose as the analytical tools were considered for these narrative accounts. Specifically, the paper explores whether the storied narrative sits easily with a critically oriented sociology of CAM; the differences between the role of “storyteller” or “story analyst”; and ask whether there is potential for developing a critical sociology of CAM nursing that retains the essence of personal stories.

Abstract

The first of two related articles examining quality assurance in university continuing professional education (CPE). First provides a critique of the potential for the institutionalization of quality CPE which is offered by BS 5750. A discussion relating to both the fundamental character of the standard and to key issues and themes concerning its implementation in education is developed. Argues that BS 5750 is fundamentally inappropriate for university CPE – it is seen to be vulnerable in ideological, practical, financial and organizational terms. Concludes that an understanding of, and mechanisms for, quality must be established in terms specific to context; provides the linchpin of the framework proposed in the second article.

Abstract

Inequality and exclusion are characteristic of the experience of UK South Asian communities. In health care, community needs are often not addressed by health and social welfare services. An increase in cultural competency is now part of identified policy. The aim of this paper is to examine the extent to which there is evidence of cultural competency amongst professionals concerning South Asian parents caring for a person with cerebral palsy. Semi‐structured interviews were conducted with respondents from 19 service organisations. Results are presented on perceptions of service delivery and on the dynamics of service development: evidence is found that inadequate service delivery continues despite professional knowledge that it exists. Conditions necessary for the achievement of cultural competence are discussed. We suggest that service development to meet the needs of South Asian carers must form part of an overall strategy geared to change at different levels within and outside service organisations.

Abstract

OUR theme in general this month is the personality of the librarian. One may say that librarians have a habit of discussing the recruitment of the profession, its pay and other factors in the personnel. And it is natural that they should have, because after all it is their life. The librarian as a man rarely figures at any length or in any detail in the books or magazines that we usually read. Lately, it is true, Mr. L. Stanley Jast has been contributing to a contemporary, The Library Review, some admirable all‐too‐brief articles on his memories of personalities and doings mainly in connection with the Library Association thirty or more years since. It is a pity that Mr. Jast cannot be persuaded to give these reminiscences at much greater length, and although it is possible that their main appeal is to the born librarian, yet for those who read as they run, they possess many things of quite living interest. In short, the librarian is bound to be interested in the librarian himself; that is human nature.

Abstract

This study considers the impact of an experiential visual-based learning pedagogy on students undertaking a business start-up module. The current undergraduate student is different with a dependency culture on a range of electronic media (e.g. mobile phone, laptop, tablets) underpinning their existence. The term ‘digitally demanding’ has been coined to describe such individuals. Such individuals think and act in a different way expecting immediate personal solutions to problems they encounter. Thus, there is a need to challenge their mindsets and thought processes to think in a creative and innovative manner to identify appropriate decisions. Educational pedagogy requires a significant mind shift to create enterprising and creative individuals for the modern organisation. The focus of this study is upon enabling students to develop a valid and robust business idea through use of visual learning methods that is described here as ‘rapid entrepreneurial action’.

The food standards of the Indiana State Board of Health, which appear on another page, show that it is quite possible to lay down official definitions of various articles of food; and a study of these regulations may be of assistance to those authorities who are striving to arrive at some form of order out of the chaos which at present exists in this country in matters relating to food standards. With reference to milk, it will be seen that not only is the question of composition dealt with, but strict directions are given that milk derived from a cow which can in any way be considered as diseased is regarded as impure, and must therefore, says the Board, be considered as adulterated. In regard to butter and margarine, limits are given for the total amount of fat—which must consist entirely of milk‐fat in the case of the former substance—water, and salt; and not only are all preservatives forbidden, but the colouring matters are restricted, only certain vegetable colouring matters and some few coal‐tar colours being permitted. All cheese containing less than 10 per cent, of fat derived from milk must be plainly labelled as “ skim‐milk cheese”; and if it contains fat other than milk‐fat, it must be described as “ filled cheese.” Some exception is taken to the use of preservatives in cheese, inasmuch as it appears that cheese may contain a preservative if the name of such preservative is duly notified upon the label ; and the rules for the colouring of cheese are the same as those which apply to butter and margarine. All articles of food containing preservatives are considered as adulterated unless the package bears a label, printed in plain type and quite visible to the purchaser, stating that a preservative is present, and also giving the name of the preservative which has been used. Articles of confectionery must not contain any ingredient deleterious to health, such as terra alba, barytes, talc, or other mineral substance, nor may they contain poisonous colours or flavours.

Abstract

Strategic management development (SMD) uses corporate objectives and strategies as drivers for management development and aims to achieve multiple outcomes. Most studies of SMD have concentrated on consultant‐ or practitioner‐based accounts of “best practice”. There has been little development of conceptual frameworks to inform a more rigorous understanding and evaluation of SMD. Considers the usefulness of some existing frameworks and then, based on literature review and synthesis, proposes new conceptual frameworks for SMD. The first of these new frameworks explores the relationships between individual and organisational objectives in the SMD processes. Many management development interventions have both types of objective and other interventions may be more polarised in purpose. These tensions have to be resolved at the level of the individual manager. Because of environmental change account will need to be taken of emergent needs and opportunities. The second framework reflects this showing how a dynamic environment will lead to more organic forms of management development. The third framework considers the barriers and drivers influencing SMD, and proposes the key requirements for success.

Abstract

IN this number we make some commemoration of the twenty‐five years so happily achieved by the King‐Emperor. As our contributors show, the cardinal event of the whole of the Reign, so far as libraries were concerned, was the passing of the Public Libraries Act of 1919. The generations change rapidly, and there are few to‐day who remember acutely the penury and struggle which were involved in the fact that all public library expenditure had to be kept within “the limit of the penny rate.” It is possibly true that the average community has taken no very intelligent advantage of the breaking of its financial fetters; in no town in the British Empire can it be said that there is anything approaching generosity, let alone extravagance, towards libraries. Even in the greatest cities, where they have built fine buildings and opened them with much ceremony, the rate allocation for their maintenance is not nearly of the scale that finds acceptance, or did find acceptance, in the United States. That is because we are young people in an old country. The tradition dies hard that education is a luxury and that libraries, which in the eyes of many are only remotely related to education, are an even greater luxury. We heard it said recently that many local authorities regarded the libraries as a sort of joke, and delighted to cut down their expenditure upon them. This lugubrious way of opening our remarks upon the Jubilee is only by way of pointing out that to‐day, at any rate, we have the power to go ahead if we convince our authorities that it is desirable to do so.
