Abstract
Purpose
The current paper examines the relationships between watching television for various times of day and reading achievement for a subsample of third grade language minority (LM) students compared to third grade students in general.
Methodology
The analysis uses ECLS-K 1998–99 data to first test for significant differences between the two samples, then further explores these relationships using separate OLS multiple regression models, while controlling for past reading achievements and socioeconomic variation.
Findings
Building on more nuanced versions of displacement theory, this paper finds a positive relationship between reading achievement and watching television after dinner on weekdays specifically for LM students. For the general sample, watching TV on weekends or weekdays at any time period has no relationship with reading achievement.
Originality/value
This research suggests the potential for TV or perhaps other media to act as a lingual- or cultural-learning facilitator for LM students, being positively tied to reading achievement. The paper’s unique focus on multimedia use and LM students makes it particularly applicable to educators and public policy officials tasked with confronting the reading skills gap for a growing LM student population.

Abstract
Modern commercial organisations are facing pressures which have caused them to lose personnel. When they lose people, they also lose their knowledge. Organisations also have to cope with the internationalisation of business forcing collaboration and knowledge sharing across time and distance. Knowledge management (KM) claims to tackle these issues. This paper looks at an area where KM does not offer sufficient support, that is, the sharing of knowledge that is not easy to articulate. The focus in this paper is on communities of practice in commercial organisations. We do this by exploring knowledge sharing in Lave and Wenger’s (1991) theory of communities of practice and investigating how communities of practice may translate to a distributed international environment. The paper reports on two case studies that explore the functioning of communities of practice across international boundaries.

Abstract
Purpose – The chapter provides a review of the debates about the discipline of public administration and public management as art, craft, and science. Thus, the chapter includes a conceptualization of public administration and a discussion of public administration and public management research, scholarship, and practice. The review of the discipline includes a historical perspective and contemporary debates of public administration, new public management (NPM), public sector management, and governance in order to discuss the future trajectories and trends of the discipline.
Design/Methodology/Approach – A range of historical, seminal, and recently published scholarly works are reviewed and discussed, including also an analysis based on primary and secondary research of journal databases, conference proceedings, academic schools, and websites relevant to the discipline.
Findings – The study of government in various guises – whether public administration, public management, governance, public policy – will continue to develop, evolve, and fascinate scholars and practitioners. There will be a continued interest and study of the business of government with three possible trends: (1) a narrow focus on technocratic, managerial approaches in an attempt to provide solutions for more effective and efficient government; (2) a multidisciplinary approach to addressing complex social problems or “wicked policy” problems across narrow specialized interests for “greater principles” of society; and (3) methodological pluralism in the study of government, which may add to the depth or fragmentation of the discipline.
Research limitations/Implications – The research is limited to a review with some primary and secondary research. It provides scholars and practitioners with the conceptualization of public administration, public management and governance. The chapter provides a critical perspective of the state of research and scholarship with an argument that academics need to move beyond parochial debates within the discipline and provide practitioners with empirically based solutions to increasingly complex social and “wicked policy” problems.
Practical implications – This chapter provides scholars, students, and practitioners with (1) a conceptual understanding of public administration, public management, NPM and governance; (2) a historical and contemporary perspective of the discipline; and (3) a critical perspective of research and scholarship that will provide a debate on the state of discipline.
Originality/Value – The chapter is a synthesis and review of the discipline in terms of research and scholarship drawing upon international perspectives to provide a critical debate for scholars and practitioners.

The major work articulates the value of historical research for marketing and management practice.

Abstract
Effective management and utilisation of plant history data can considerably improve plant and equipment performance. This rationale underpins statistical and mathematical models for exploiting plant management data more efficiently, but industry has been slow to adopt these models. Reasons proffered for this include: a perception of models being too complex and time consuming; and an inability of their being able to account for dynamism inherent within data sets. To help address this situation, this research developed and tested a web‐based data capture and information management system. Specifically, the system represents integration of a web‐enabled relational database management system (RDBMS) with a model base management system (MBMS). The RDBMS captures historical data from geographically dispersed plant sites, while the MBMS hosts a set of (Autoregressive Integrated Moving Average – ARIMA) time series models to predict plant breakdown. Using a sample of plant history file data, the system and ARIMA predictive capacity were tested. As a measure of model error, the Mean Absolute Deviation (MAD) ranged between 5.34 and 11.07 per cent for the plant items used in the test. The Root Mean Square Error (RMSE) values also showed similar trends, with the prediction model yielding the highest value of 29.79 per cent. The paper concludes with direction for future work, which includes refining the Graphical User Interface (GUI) and developing a Knowledge Based Management System (KBMS) to interface with the RDBMS.

In recent years, the concept of generic strategies for achieving competitive advantage has gained prominence in the field of strategic management (BCG, 1976; Buzzell, Gale & Sultan, 1976; Porter, 1980; Hambrick, 1983; Karnani, 1984; Wright, 1987). Two generic strategies often mentioned in the literature are low‐ cost position and high differentiation position. Porter also mentions a third generic strategy called ‘focus’. However, this strategy is merely a specialised application of the two main generic strategies in a narrow market segment.
