Abstract
For many years, one of the central ambitions of shifting Danish governments has been to maintain the position as an e-government frontrunner. The overall dream of administrators has been and remains to produce personalised social services efficiently. Shifting Danish governments have followed a centralised, party-neutral and consensual path to digitalisation. The efforts have been based on a centralised civil registration number system (CPR) established in 1968. However, the quest for efficient, personalised services has also stimulated debate in Denmark as to whether the state is obtaining too much personalised information and risks violating the privacy of its own citizens. Digitalisation efforts, especially the out-of-office efforts, cannot be pushed without public legitimacy attached to the process. Furthermore, Danish legislation must be changed substantially to pave the way for the increased use of advanced digital tools. Algorithmic tools cannot be trusted to solve all tasks. These dilemmas illustrate that the days of high political consensus in the Danish digitalisation efforts may very well be over. Other countries can learn four overall lessons from the Danish experiences: (1) although a high level of digitalisation can be reached using a top-down, nonpartisan approach, digitalisation will always be political, (2) experimentation and the failures attached to digitalisation can come at a very high cost, (3) effort will benefit greatly from citizen trust, especially in out-of-office efforts and (4) the public legitimacy of digitalisation must be based on strong mechanisms of social and political accountability.

Abstract
In this concluding chapter, the editors provide an overall assessment of contemporary Danish public governance based on the main findings in the preceding chapters of the edited volume. Surveying the Danish governance responses to contemporary mega-challenges, the chapter reflects on policy implications and contemplate the future of both research and practice related to public administration, politics and governance in Denmark. The chapter argues that recent public governance reforms have turned the Danish welfare state into a mix of a neo-Weberian state and an enabling state, which deploys its considerable resources to create economic growth for the benefit of the large majority of Danes, to satisfy the needs of citizens and businesses and to develop collaborative solutions to complex problems. While the chapter concludes that this modified version of the well-known universal welfare state is largely apt for meeting the mega-challenges of the twenty-first century, recent reforms seeking to enhance job-seeking incentives for the unemployed and to integrate immigrants have resulted in new forms of marginalisation of weaker societal groups. Moreover, evolving problems such as climate change, an ageing population and digital citizen privacy will require further public governance reforms in the years to come.

Abstract
In the twenty-first century, societies around the world are facing a wide range of daunting global mega-challenges: poverty, unemployment, income inequality, unequal distribution of political power, ageing populations, uncontrolled migration, segregated urbanisation, increasing greenhouse gas emissions and a massive decrease in biodiversity. In recent years, politicians, journalists and academic observers have singled out the Nordic countries, Denmark in particular, as model societies of trusting and happy people that have handled many of these challenges with remarkable effectiveness. And yet others warn against ‘becoming Denmark,’ painting a picture of a dysfunctional, socialist nightmare with high taxes, low job motivation and a general lack of private initiative. In this introductory chapter, the editors cut through the noise of the international debate and set the scene for the nuanced analyses presented here of contemporary public governance in Demark and its capacity to tackle some of the most pressing problems of our time. Specifically, the chapter discusses various conceptualisations of the Danish welfare state, delineates some of its most important historical and structural traits and outlines the main empirical features of contemporary Danish public governance. Finally, it outlines the structure of the book and briefly introduces each of its subsequent chapters.

Abstract
Purpose
This paper aims to develop a model that supports public organisations in making informed strategic decisions as to which public services are most suitable to be improved through co-creation. Thus, it first identifies the features that make public services (un)suitable for co-creation and then applies this knowledge to develop a multi-criteria decision support model for the assessment of their co-creation readiness.
Design/methodology/approach
The decision support model is the result of design science research. While its structure is determined by a qualitative multi-criteria decision analysis, its substance builds on a content analysis of Web of Science papers and over a dozen empirical case studies.
Findings
The model is comprised of 13 criteria clustered into two groups: service readiness criteria from the perspective of service users and service readiness criteria from the perspective of a public organisation.
Research limitations/implications
The model attributes rely on a limited number of empirical cases and references from the literature review. The model was tested by only one public organisation on four of its services.
Originality/value
The paper shifts the research focus from organisational properties and capacity, as the key co-creation drivers and barriers, to features of public services as additional factors that affect the prospect of co-creation. Thus, it makes a pioneering step towards the conceptualisation of the idea of “service readiness for co-creation” and the development of a practical instrument that supports co-creation in the public sector.

Purpose
The purpose of this paper is to provide insight into the competence in use when working with interactive research, which is a continuation and elaboration of action research.
Design/methodology/approach
A qualitative research approach was adopted for the study. The main body of empirical material in this paper is based on two sources of data – a survey comprising open-ended questions, followed by a series of focus group interviews. The respondents were researchers with varying degrees of experience in using interactive research.
Findings
The findings provide illustrations of what characterises interactive research as work and identify an additional set of activities that go beyond traditional research activities. Some activities are relatively easy to describe, while others exist in the gaps between other activities – e.g. boundary spanning – and are harder to explicitly define in terms of implications for the involved researchers’ competence. The work activities reaching beyond the traditional research boundaries are implicit and are not a common shared practice. From a competence point of view, this implies that the competence in use for these implicit tasks of interactive research becomes individually carried. Based on these findings, a number of individual aspects of what constitutes competence in use are suggested.
Research limitations/implications
In future studies, it would be valuable to use a mixed-method approach that also includes longitudinal observations of the actual work of conducting interactive research.
Practical implications
The findings and suggestions for how to understand the competence of interactive researchers can be used as guidance for training in research education.
Originality/value
This study contributes to previous research by describing important requirements and critical elements of competence in use when conducting interactive research.

Abstract
Purpose
Universities globally have faced the introduction of research performance assessment systems that provide monetary and ranking rewards based on publication outputs. This study aims to seek an understanding of the implementation of performance-based research funding (PBRF) and its impact on the heads of departments (HoDs) and accounting academics in New Zealand (NZ) tertiary institutions. The study explores NZ accounting academics’ experiences and their workload; the relationship between teaching and research in the accounting discipline and any issues and concerns affecting new and emerging accounting researchers because of PBRF.
Design/methodology/approach
Applying an institutional theoretical lens, this paper explores accounting HoDs’ perceptions concerning the PBRF system’s impact on their academic staff. The research used semi-structured interviews to collect data from NZ’s eight universities.
Findings
The key findings posit that many institutional processes, some more coercive in nature, whereas others were normative and mimetic, have been put in place to ensure that academics are able to meet the PBRF requirements. HoDs suggest that their staff understand the importance of research, but that PBRF is a challenge to new and emerging researchers and pose threats to their recruitment. New academics must “hit the ground running” as they must demonstrate not only teaching abilities but also already have a track record of research publications; all in all, a daunting experience for new academics to overcome. There is also a teaching and research disconnect. Furthermore, many areas where improvements can be made in the design of this measurement tool remain.
Originality/value
The PBRF system has significantly impacted on accounting academics. Central university research systems were established that subsequently applied coercive institutional pressures onto line managers to ensure that their staff performed. This finding offers scope for future research to explore a better PBRF that measures and rewards research productivity but without the current system’s unintended negative consequences.

Abstract
Purpose
The purpose of this study is to evaluate whether the global policy on sustainability, United Nations Global Compact (UNGC), is in alignment with the complexity of the sustainability landscape utilizing complex adaptive system (CAS) theory and theory of change.
Design/methodology/approach
An original Complex Adaptive Policy System (CAPS) framework is used as a qualitative instrument with a constant comparison of 11 CAS themes in analyzing 117 UNGC speeches listed on the Global Compact Web site.
Findings
Although this study is intended as a preliminary study, the findings raise important questions regarding the long-term impact of the Global Compact as a global policy on sustainability.
Research limitations/implications
The limitations of the study include the preliminary study design and limited source of information. Future research should include a comprehensive evaluation of the UNGC to yield specific recommendations for aligning policy with the landscape.
Originality/value
The study offers an original systems framework to evaluate public and private organizational polices on sustainability.
