Abstract

Purpose

This paper employs implementation theory and the political literature on performance measurement to understand how frontline health workers know, participate and evaluate the Brazilian National Program for Improving Access and Quality of Primary Care (PMAQ, 2nd round).

Design/methodology/approach

This paper develops an implementation theory-driven qualitative analysis. The research is developed in the city of Goiania (Brazil): a challenging organizational context in primary care (PHC). Interviews were carried out with 25 frontliners – managers, doctors, nurses and community health workers. Data were thematically and hierarchically analysed according to theoretical concepts such as policy knowledge, policy adherence, forms of accountability, alternative logics, organizational capacity and policy feedback.

Findings

Results show the need to foster organizational capacity, knowledge, participation and policy feedback at the frontline. Successful implementation would require those adaptations to counteract policy challenges/failures or the emergence of alternative logics.

Research limitations/implications

The study was conducted in only one setting, however, our sample includes different types of professionals working in units with different levels of organization capacity, located in distinct HDs, expressing well the implementation of PMAQ/P4P. Qualitative researches need to be developed for further exploring the same/other factors.

Social implications

Findings can be used to improve discussions/planning and design of P4P programs in the city and State of Goias.

Originality/value

The majority of analysis of PMAQ are of a quantitative or results-based nature. This article focuses on politically significant and unanswered questions regarding the implementation of PMAQ.

Abstract

Purpose

The purpose of this study is to integrate research on competitive and cooperative repertoires and to simultaneously assess the direct, indirect and curvilinear effects of competitive and cooperative action repertoires in relation to firm performance.

Design/methodology/approach

The analyses are conducted using a longitudinal dual-industry sample of publicly traded firms, including over 6,500 competitive actions and 750 cooperative actions. The authors use fixed effects (FE) regression models to test the diminishing returns of action volume on firm performance as well as the moderating effects of action diversity.

Findings

The results suggest that increasing competitive and cooperative actions yields diminishing returns in relation to firm performance. Furthermore, in the context of competitive action repertoire diversity, increased diversity magnifies the diminishing returns of competitive action volume on firm performance.

Originality/value

The study provides a firm-level conceptualization of overall competitive and cooperative repertoires to extend the literature on competition and cooperation beyond dyadic interactions or structural determinants of competitive and cooperative actions.

Abstract

Purpose

The purpose of this paper is to expand the empirical literature on state tax and expenditure policies and entrepreneurial activity in several meaningful ways.

Design/methodology/approach

The authors update the panel data to include several more recent years and also consider other elements of state policy.

Findings

The most important takeaway is that even after dealing with some of the known shortcomings of dynamic panel analysis, we are still not able to find economically meaningful impacts of state tax and expenditure policies (generally defined) on entrepreneurial performance.

Research limitations/implications

Earlier studies that have found statistical significance have generally been limited to extensive-margin impacts on such things as self-employment rates or counts of new or small firms. When the authors examine what policy makers actually care about – things like income and employment among entrepreneurial ventures – the authors do not find much in the way of useful policy impacts.

Practical implications

To be sure, the authors find entrepreneurial performance to be statistically significantly related to certain tax rates and expenditure amounts, but the magnitudes of our estimated results cast serious doubts on the usefulness of these particular policy levers for generating meaningful improvements in entrepreneurial success.

Originality/value

The authors’ primary contribution is to improve the empirical consideration of the time series properties of the data. The authors provide a battery of more general and robust analyses to more completely surround the question.

In the fall of 1987, the first of three volumes of a scholarly research atlas—The Historical Atlas of Canada—was published to great acclaim. Describing the Atlas as “the most innovative, beautiful and successful single volume on the history of Canada, and indeed the most ambitious cartographic venture ever attempted in this country,” the Royal Canadian Geographic Society awarded gold medals to the volume's editor, R.C. Harris, and cartographer/designer, Geoffrey J. Matthews, as well as to the director of the whole Atlas project, W.G. Dean. The volume received many honors, including the Sir John A. Macdonald Prize for the best book of the year on Early Canada from the Canadian Historical Association and the George Perkins Marsh Award in Environmental History from the University of Utah. Reviewers described the volume in superlatives. American reviewers were equally generous in their praise. Petchenik (herself the editor of the Historical Atlas of Early American History) described the volume as “an amazing accomplishment” and commented that “Not only a country but a civilization has been enriched by this publication.” Konrad assessed the volume as “a unique statement unrivaled in its potential impact.” Shuman, a professor of library science, noted that “this atlas, when complete, should stand as a model to be emulated by all other nations, whenever possible.” Pye, writing in the [British] Geographical Journal stated that “it is difficult to imagine that it could be even remotely paralleled in the foreseeable future.” Volume III of the Atlas appeared in 1990 and again won plaudits. Reviewers obviously felt that the high standards set by the first volume had been maintained.

Abstract

Purpose

The purpose of this paper is to investigate the difference in the process of higher education (HE) internationalization across faculties in a post‐1992 university and to identify faculty‐specific factors through evaluating the four faculties in the case study.

Design/methodology/approach

A qualitative research is conducted in a post‐1992 UK university. Four faculties are involved and a total of 20 interviewees from three key departments participate in this project. Content analysis, critical discourse analysis and categorization of meaning are adopted as data analysis strategies.

Findings

This study explains the reasons why the level of internationalization across faculties is different.

Research limitations/implications

This research helps gain rich understanding of faculty‐specific factors in terms of the degree of internationalization. Further research in this area is encouraged to test these faculty‐specific factors through quantitative population studies in other institutions.

Practical implications

Most faculty‐specific factors are management matters which can be improved by internal adjustment. HE internationalization cannot be conducted the same way in each faculty, but should be considered a part of faculties’ particular focus. These factors highlight the areas where the faculties need to improve, in order to better accommodate HE internationalization.

Originality/value

This research evaluates and identifies the faculty‐specific factors in relation to the level of internationalization from a faculty's standpoint. These critical factors are unique to HE internationalization and transferrable to other similar institutions.

Abstract

Purpose

The purpose of this paper is to investigate the ways in which organisational context and individual agency interact (co-participate) to shape the workplace learning of graduate trainee accountants, and to examine the role of firm size in conditioning this interaction.

Design/methodology/approach

A qualitative, comparative approach was used, involving interviews with 20 respondents across two large and three small accountancy firms in England.

Findings

Differences in individual learner biographies and trajectories generate divergent dispositions with regard to workplace learning. In turn, these dispositions influence the extent to which the generally less formal learning environment of the small firm is interpreted either positively or negatively.

Research limitations/implications

Further research is needed on processes of agency/context interaction across a wider range of organisational and professional environments.

Practical implications

Individual dispositions play an important role in determining the optimal approach towards professional development in practice.

Originality/value

The paper offers a novel insight into how variations in both context and agency – and the relationship between them – can generate significant divergences in the professional learning process.

Purpose

This paper aims to describe innovations at the Games + Learning + Society Center to explore the future of education.

Design/methodology/approach

This paper is an overview of several published studies and design interventions.

Findings

Commercial partnerships, particularly generating copyrightable materials can maximize impact and diversify research funding, but they also run counter to the culture and purpose of many research universities.

Research limitations/implications

Researchers interested in forging new partnerships to maximize impact might explore relationships with commercial entities but be aware that they are running counter to the grain of most institutions and goals. Other universities of different sizes, ages and orientations may have different results.

Practical implications

Building private partnerships requires different staffing and skill sets than traditional research. Guidance for staffing key roles and projects are provided.

Originality/value

This paper is a reflection on unique research initiative that generated revenue and helped shape a subfield of education.

Abstract

Purpose

The role of employment in dual recovery from mental illness and substance use is scarcely addressed in previous studies and a deeper understanding of this issue is needed. The purpose of this paper is to cast further light on the conditions that either facilitate or block the road to employment for dually diagnosed people (DDP) and how these conditions could either promote or hinder recovery.

Design/methodology/approach

Drawing on the principles laid out by health researchers Sandelowski and Barroso (2007), the study is designed as a qualitative meta-synthesis comprising a systematic literature search, a critical assessment of the identified studies and an integrative synthesis of the articles’ findings.

Findings

The synthesis outlines that the findings from the seven identified studies show a recovery process in which unemployed, DDP are becoming employed people – or where there is an attempt to restore their status as working persons – and how this process is driven or hindered by personal, interpersonal and systemic facilitators or barriers.

Research limitations/implications

The synthesis adds nuances to the understanding of employment in dual recovery processes and suggests that unconnected means of, and goals for, intervention among these individuals and systems might reduce the chances of DDP obtaining and maintaining a job.

Originality/value

The paper calls for more advanced research and policy on the multiple – and often contradictory – aspects of gaining and maintaining employment as part of dually diagnosed persons’ recovery.

Abstract

Purpose

The main purpose of this study is to craft and test a framework for the link between knowledge management (KM) and performance in organizations, with a view of providing a deeper understanding of the different KM output levels or stages that this link goes through, as well as highlighting the organizational context of each level in that link.

Design/methodology/approach

A survey method was used to elicit opinions from 167 mid‐ and top‐level managers from the top 81 Bahraini businesses.

Findings

The study results produced a fishbone model. Its spine positioned knowledge management activities as the first output level, leading to innovation as the second, which in turn impacts the organization's level of agility, and finally links to performance as the head of that skeletal model.

Research limitations/implications

The results highlight the different organizational enablers for these stages, which have been diagrammed as the ribs of the fish skeleton‐like model.

Originality/value

The framework may become a standard model, i.e. may work as a reference for academics and practitioners to help evaluate which KM level needs to be emphasized, at what time, and then what critical factors managers should work on, in order to maximize the organization's outcome from each stage of the model.
