Abstract

Purpose

The quintuple helix innovation model allows exploring the sustainable development of countries from the perspective of the capabilities that each of them possesses in terms of highly qualified personnel in science and technology. In addition, their distribution among the actors (helices) and the global mobility of this type of people are examined. The purpose of this paper is to dimension and characterise the research structures of the central, emerging and peripheral countries; to estimate the demand and mobility of scientists and technologists in the three selected countries; and to establish whether the concept of brain circulation applies to each of these types of countries.

Design/methodology/approach

The approach of the work is bibliometric and scientometric. In the first step, two theoretical frameworks were built. In the second step, indicators to measure the overall migration were developed and identified. In the third step, data from previous research were used, and data from Peru were added using the same methodology to be able to compare the three types of countries.

Findings

The study shows that the same terminology cannot be used globally to analyse the mobility of scientists in today’s world, despite technological advances because there is no critical mass in peripheral countries.

Originality/value

This study shows that the concept of brain circulation cannot be applied equally to all countries, because those that do not have critical mass lose capabilities, despite the existence of information and communication technologies.

Abstract

Purpose

This study aims to examine the influence of absorptive capacity and learning motivation in the process of knowledge acquisition in students of higher education institutions and subsequently evaluate its effect on the transfer of knowledge in the companies where students work, and the possible moderating effect of students’ social skills and the level of work autonomy.

Design/methodology/approach

The research design is non-experimental, cross-sectional correlational-causal, with a quantitative approach and the data collected are from primary sources. The variables autonomy and social skills are used on the perceptions of students in continuing education in programs related to third- or fourth-level business and administration careers in universities in Ecuador.

Findings

With the results obtained, it can be concluded that knowledge absorption capacity and learning motivation, as reflective constructs, have a significant effect on knowledge acquisition, and knowledge acquisition has a significant effect on transfer of knowledge, in part-time students, of the administrative area, studying in higher education institutions in Ecuador and working full time.

Originality/value

This study identifies the significant relationship between the variables of job autonomy and social skills and between the acquisition and transfer of knowledge. In addition, it is evident that the variables of job autonomy and social skills are significantly related.

Abstract

Purpose

This study aims to compare the techno-scientific systems of four Latin American countries: Panama and Costa Rica for Central America and Uruguay and Paraguay for South America. The overall objective is to explore their performance in terms of generation of knowledge in science and technology using the triple helix model as a framework.

Design/methodology/approach

The methodological approach applied was scientometric and bibliometric. The management of the techno-scientific governance in each country was analysed; input, process and output indicators were applied and a table of correlated factors was generated to determine the capabilities of each. The triple helix was used as a framework, as the study assessed the capabilities of the three actors in this model (academia, industry and government).

Findings

By studying this type of small Latin American techno-scientific worlds and the interrelationships between the three actors examined, it can be seen that there is a limited supply of certified knowledge and weak interactions between these helixes and this restricts the development of innovation initiatives.

Originality/value

There is little evidence of evaluations of the techno-scientific systems of peripheral countries and even less of the smaller ones. By cross-referencing governance information with indicators and generating a multi-factorial matrix, new knowledge is being generated that will contribute both to the general knowledge and to the improvement of public policy decisions in these countries.

Purpose

The multidimensional complexity of urban settlements is increasing and the problem of spaces and territories brought to the scale of smart cities is a critical global issue. This study aims to analyse the scientific production in the Web of Science (WoS) on the relationship between smart cities and the eight urban dimensions defined by the World Economic Forum (WEF) in the period 1990 to 2021, in order to establish which countries lead the knowledge related to the search for sustainable living conditions for people and how this knowledge contributes to improving stakeholders' decision-making.

Design/methodology/approach

The methodological steps followed in the study were: (1) Identification and selection of keywords. (2) Design and application of an algorithm to identify these selected keywords in titles, abstracts and keywords using WoS terms to contrast them. (3) Data processing was performed from Journal Citation Report (JCR) journals during the year 2022.

Findings

This study identified the authors, institutions and countries that publish the most globally on the topic of Smart Cities. The acceleration in the integration of new technologies and their impact on population conglomerates and their relationship with urban dimensions were also analysed. The evidence found indicates that the USA and China are leading in this field.

Originality/value

This bibliometric study was designed to analyse a knowledge space not addressed in the scientific literature referred to the relationship between the concept of smart cities and the urban dimensions established by the WEF, the identification of new technologies that are converging to promote developments of new ways of managing urban dimensions and propose new knowledge spaces.

Abstract

Purpose

The purpose of this study is to analyze the technological change under development linked to the convergence of the Internet of Things (IoT) and digital transformation (DT) from the perspective of a scientific mapping in a context marked by the occurrence of an unexpected event that accelerated this process such as the SARS-CoV-2 pandemic and its variants.

Design/methodology/approach

The study was developed under the longitudinal scientific mapping approach and considered the period 1990–2021 using as a basis the descriptors DT and IoT. The steps followed were identification and selection of keywords; design and application of an algorithm to identify these selected keywords in titles, abstracts and keywords using terms in Web of Science (WoS) to contrast them; and performing a data processing based on the journals in the Journal Citation Report during 2022. The longitudinal study uses scientific mapping to analyze the evolution of the scientific literature that seeks to understand the acceleration in the integration of technology and its impact on the human factor, processes and organizational culture.

Findings

This study showed that the technologies converging around IoT form the basis of the main DT processes being experienced on a global scale; furthermore, it was shown that the pandemic accelerated the convergence and application of new technologies to support the major changes required for a world with new needs. Finally, China and the USA differ significantly in the production of scientific knowledge with respect to the first eight followers.

Originality/value

The knowledge gap addressed by this study is to identify the production of scientific knowledge related to IoT and its impact on DT processes at the scale of individuals, organizations and the new way of delivering value to society. This knowledge about researchers, institutions, countries and the derivation is multiple indicators allows improving decision-making at multiple scales on these issues.

Abstract

Purpose

Innovation and sustainability are key in today’s competitive world. It is no longer possible to conceive an organization that has not incorporated these two elements for it to become successful. The longitudinal bibliometric study seeks to examine the topography of innovation and sustainability to determine whether there is already a terminological integration that could be defined as innovation capability in a sustainable way. The objective of this work is to identify the growth trajectories of the literature, the countries considered as knowledge nodes, the most influential authors, the classification of journals, clusters and collaborative networks measured by co-citation, the analysis by keywords, countries and knowledge areas.

Design/methodology/approach

The study is developed under the bibliometric approach, and the period 1990–2018 was considered. The steps taken were as follows: 16 keywords of each term were identified and selected in 3 methodological layers by a panel of experts; an algorithm was designed and applied to identify these selected keywords in the titles, abstracts and keywords using terms in the Web of Science (WoS) of Clarivate Analytics to contrast them; and a review in specialized journals was carried out in the first quartile (Q1) of the WoS until 2018.

Findings

The most relevant finding of the study lies in the sustained growth of the convergence of the terms innovation and sustainability. In addition, the longitudinal review of the two concepts also shows that innovation is directly linked to sustainability, suggesting that the convergence of concepts and practices becomes part of the strategy of companies seeking to be competitive and sustainable.

Practical implications

At the management level, this research seeks to present a definition of innovability based on the convergence of the concepts of innovation and sustainability. This new concept can be applied as a management strategy for companies seeking to be competitive and sustainable. Theoretical and practical evidences that reinforce this construct are presented. At the academic level, the manuscript shows a longitudinal review on innovation and sustainability, a relevant scientific mapping and, finally, a new theoretical and practical concept is proposed that seeks to create strategies for competitiveness in a sustainable way. At the level of society, the study contributes to the sustainable development goals.

Originality/value

The results show that a field of studies on innovation is emerging that has a high potential to position itself as a new space for research. The concept of “innovability” is proposed.

Abstract

Purpose

The purpose of this study was to compare the evolution of the scientific production of Costa Rica and Panama, from Central America and Paraguay and Uruguay, from South America in the period 2000–2018. To achieve this, first, a bibliometric mapping was performed using the Web of Science (WoS) database. Second, the triple helix model was used to determine whether there are similar patterns or marked differences in the distribution of this type of publications in the helices of government, academia and industry.

Design/methodology/approach

The steps followed in this study were as follows: design and application of an algorithm to perform WoS downloads; download the publications using the country descriptor; process data using R and VOSviewer; design of a profile of the selected countries based on indicators; and use of the triple helix model to determine the weight of the scientific production.

Findings

The data found corroborate that the small technoscientific worlds examined do not have the minimum Science & Technology personnel nor the capabilities in infrastructure and technological equipment, and that expenditure in this area is minimal and for these reasons, the production in the WoS is low.

Originality/value

Studying the small technoscientific worlds from a bibliometric perspective allows generating inputs to diagnose the state of these countries in this area, as no evidence of similar studies in these countries was found in Scopus or the WoS. Likewise, examining scientific production from the triple helix model makes it possible to identify the weaknesses of each actor, and the results can contribute to the design of better public policies.

Abstract

Purpose

This paper aims to analyze how the legitimacy of the policy of external quality assurance (EQA) in Colombian higher education has evolved over the past 30 years through an examination of its two main instruments: the compulsory control of minimum quality standards for academic programs and institutions (registro calificado) and accreditations of excellence for programs and institutions.

Design/methodology/approach

Based on the methodology of process-tracing, this paper offers a review of the main sequences of the policy of EQA in Colombian higher education: the origins (1990–1998), the expansion (1998–2011) and the contestation (2011–2021). In each sequence, the sources of the substantive and procedural legitimacy of the policy are analyzed. This analysis is based on qualitative data comprising semi-structured interviews with key informants, online information from the 2011 and 2018 student protests and official documentation.

Findings

The policy of EQA in Colombian higher education had relatively high levels of substantive and procedural legitimacy during the first two sequences. However, the situation has become more ambivalent since 2011. On the one hand, internal contradictions and student movements’ growing criticism of neoliberal policies have undermined some of the foundations of this policy. On the other hand, higher education institutions and the Colombian Government still have a positive perception of EQA and have recently revisited the policy to address some of its shortcomings.

Originality/value

From a conceptual standpoint, this paper advances our understanding of how quality assurance in higher education gains, sustains or loses legitimacy by discussing and testing typologies of legitimacy in the analysis of a national system of EQA. From an empirical perspective, this paper provides a diachronic analysis of EQA in Colombian higher education, a case that has primarily been studied through a technical-rational perspective.
