Abstract

Surging natural disasters globally has precipitated renewed interests in disaster risk management. Though several global and regional disaster risk management policy frameworks have been put in place, it is necessary to evaluate their successes and capacities to deliver. This chapter reviews key disaster management frameworks, particularly the Yokohama Strategy, the Hyogo Framework for Action and the Sendai Framework for Disaster Risk Reduction. It examines the extent to which these policies shaped Africa’s regional disaster risk management processes, with an emphasis on sub-Saharan Africa (SSA). Through documentary analysis and scientific literature review, this chapter identifies key parameters that shaped SSA’s disaster risk reduction (DRR) processes and their implications for DRR policy instruments and impact studies. The analysis reveals a number of findings. First, the roll-out process of global disaster reduction and management policy processes and instruments is yet to optimally impact SSA, in terms of effective disaster management. Second, a more comprehensive understanding of the magnitude and severity of natural disasters could contribute to stem the damages linked to their occurrence. This is yet to be achieved. Third, paradigm shifts towards fully appreciating underlying disaster risk factors and manifestations could potentially support the practical drift from disaster coping and management towards risk identification, reduction and resilience building in SSA. Finally, instruments that prioritise capacity building (such as extension services training, research and development, information and communication), organisational governance, sustainable financing and technology, still relatively weak in SSA, should be stepped up to promote DRR capacities and strategies.

Abstract

Evidence abounds on surging disasters, mainly as consequences of poor risk identification and management, which have historically accompanied disaster management in many African countries. Effective management of disaster risks, whether natural or man-made, is necessary for building resilience, enhancing mitigation, preparedness, response, recovery and adaptation. As part of a broad-based risk management approach, Nigeria made frantic efforts to mitigate the effects of various disasters, by establishing relevant institutions and formulating policies. In spite of these efforts, implementation outcomes have not been adequately quantified and managed. This study reviews and assesses the policies and practices of disaster risk management (DRM) vis-á-vis institutional framework in Nigeria. It utilises available data and policy documents to review and analyse Nigeria’s institutional framework. Furthermore, the study carries out implicative scenario analysis based on the current institutional framework, to match the DRM trends. It also proffers recommendations on how best institutions could drive proper DRM in Nigeria. The strengths, opportunities, gaps and constraints associated with disaster and risk reduction in Nigeria are then highlighted.

Abstract

Purpose

Cities are both at risk and the cause of risk. The interconnectedness of urban features and systems increases the likelihood of complex disasters and a cascade or “domino” effect from related impacts. However, the lack of research means that our knowledge of urban risk is both scarce and fragmented. Against this background, the purpose of this paper is to examine the unique dynamics of risk in urban settings.

Design/methodology/approach

Based on literal reading, grounded theory and systems analysis, this conceptual paper presents a framework for understanding and addressing urban risk. It conceptualizes how interdependent, interconnected risk is shaped by urban characteristics and exemplifies its particularities with data and analysis of specific cases. From this, it identifies improvements both in the content and the indicators of the successor to the Hyogo Framework for Action (HFA2) that will be adopted in 2015.

Findings

While it is common to see disasters as “causes”, and the destruction of the built environment as “effects”, this paper highlights that the intricate links between cities and disasters cannot be described by a unidirectional cause-and-effect relationship. The city–disasters nexus is a bidirectional relationship, which constantly shapes, and is shaped by, other processes (such as climate change).

Practical implications

This paper argues that in-depth knowledge of the links between cities’ characteristic features, related systems and disasters is indispensable for addressing root causes and mainstreaming risk reduction into urban sector work. It enables city authorities and other urban actors to improve and adapt their work without negatively influencing the interconnectedness of urban risk.

Originality/value

This paper presents a framework for understanding and addressing urban risk and further demonstrates how the characteristics of the urban fabric (physical/spatial, environmental, social, economic and political/institutional) and related systems increase risk by: intensifying hazards or creating new ones, exacerbating vulnerabilities and negatively affecting existing response and recovery mechanisms.

Abstract

Purpose

The purpose of this paper is to analyze the status quo of disaster risk reduction (DRR) policy and legislation in Cameroon.

Design/methodology/approach

Using a qualitative method, this paper examines historical data from sectoral administrative reports, plans, declarations, commitments and speeches, texts and peer-reviewed journals on disaster and risk management in Cameroon for the period 1967-2017. Empirical data from ten selected government sectors were used to analyze the status quo, together with quantitative data collected by using four instruments (i.e. HFA Priority 1 & 4, USAID Toolkit, GOAL Resilience Score and the Checklist on Law and DRR).

Findings

Findings show that Cameroon largely still practices disaster response through the Department of Civil Protection. Transparency and accountability are the sine qua non of the state, but the lack thereof causes improper implementation of DRR within development institutions. DRR is seen as an ad hoc activity, with the result that there is not effective institutional capacity for implementation. The need to develop a new national DRR framework is evident.

Originality/value

Analyzing the status quo of DRR in Cameroon could assist with the review and reevaluation of a new DRR framework within the Cameroonian territory.

Abstract

Purpose

Climate-related disasters are the most representative in terms of recurrence and impacts. To reduce them, risk transfer is a key strategy for climate risk management. However, this approach does not consider the socioeconomic vulnerability of each population group, limiting its effectiveness. The objective of this paper is to improve and increase the usefulness of risk transfer through the Differential Risk Transfer (DRT) approach.

Design/methodology/approach

A comprehensive and systematic review of the state of the art on Differential Approach (DA) is presented, and its connection with existing models of vulnerability to disasters is analysed. Through epistemic deliberations, an operational definition of Differential Risk Transfer (DRT), as well as its advantages are discussed. Finally, general guidelines are presented for the implementation of the DRT in a specific context.

Findings

The results confirm that DA presents a clear relation with the models for the study of disaster vulnerability. The small group discussions agree with the usefulness of DRT for improving climate-related risk management.

Practical implications

This paper argues for the inclusion of the DRT approach in the climate risk management strategies aiming to fill the disaggregated data gaps that limit the potentiality and accuracy of risk transfer schemes worldwide.

Originality/value

This innovative approach improves the accuracy of the risk transfer mechanisms through the recognition of the differences of ethnicity, gender and life cycle that increase socioeconomic vulnerability to climate-related disasters.

Purpose

The purposes of this article are to outline the existing seismic risk in Lebanon and to identify the crucial role of Lebanese school education in advancing both a culture of safety and the resilience of Lebanese communities to destructive earthquakes.

Design/methodology/approach

This paper sets out to illustrate the exposure of Lebanon to seismic hazards and to investigate the current status of Lebanese public schools in terms of their preparedness for earthquake events. Interviews were conducted with principals from 17 different schools. From these interviews emerged the following four themes: curriculum deficiency, the structural vulnerability of school buildings, a lack of preparedness for natural hazards and the need for community engagement in this regard.

Findings

School principals in Lebanon confirmed the need for schools to engage in earthquake disaster preparedness and mitigation, as well as to show an enthusiastic attitude for earthquake hazard reduction in terms of hazard education, greater preparedness and community engagement.

Originality/value

As this article highlights the important role of school education in promoting earthquake disaster risk reduction, it has beneficial implications for educators, policymakers, administrators and government officials.

Global climate can be defined as the average of all the regional trends of weather over a long time period (National Science Foundation [NSF], 2009). The researchers all over the world have concluded that the Earth's climate is changing as a whole. There are basically two factors that have impacts on the climate, the natural (climatic and environmental variability) and the anthropogenic (infrastructure development and land use land cover change). The causes of past changes are believed to be related to changes in ocean currents, solar activity, volcanic eruptions, and other natural factors (ISDR, 2008). But in recent times, human activities have accelerated this rate of climate change (IPCC, 2007; Sperling & Szekely, 2005; ISDR, 2008). As the developmental activities increase, the amount of emission of greenhouse gasses and aerosols increases, which, in turn, leads to global warming and snow melting, thus increasing the sea level and the frequency and intensity of cyclones, floods, droughts, and many other disasters (IPCC, 2001).

Abstract

Purpose

At the global level, disaster risk finance (DRF) is playing an increasingly prominent role in the international agendas for climate change adaptation. However, before implementing such agendas, it is essential to understand the needs and limitations of DRF in the subnational context where they need to impact. This research aims to gain insights into the perspectives of community and governmental actors in Colombia regarding DRF. Its goal is to promote the specific design of collaborative educational and technical assistance processes that consider their interests in the subject and the cultural diversity of the territories.

Design/methodology/approach

To achieve this, semi-structured interviews were conducted, and the findings were organized to highlight key aspects that help to understand DRF perspectives in the Colombian context.

Findings

It was found that the most significant limitations of implementing DRF include a lack of knowledge on the topic, corruption that encourages a reactive approach and the absence of economic resources. Concerns have emerged regarding the possibility of climate risk insurance becoming a profit-driven enterprise and the potential development of dependency behaviors within community groups, leading to maladaptation and moral hazard. Similarly, the implementation of DRF through foreign funds has raised concerns about the loss of territorial sovereignty and autonomy.

Originality/value

This is one of the first studies that carry out this kind of research and contributes to the formulation of inclusive public policies for DRF in different contexts worldwide.

Abstract

The Union of Myanmar is located in mainland Southeast Asia and shares borders with India, China, Lao PDR, Thailand, and Bangladesh. It is situated between the Himalayan ranges and the Bay of Bengal. Due to these diversified geographical features, Myanmar is highly vulnerable to different kinds of hazards, and has experienced many kinds of disasters in the past, according to the Hazard Profile of Myanmar (2009), such as cyclones, floods, storms, landslides, earthquakes, tsunamis, droughts, and fires. For the general public, cyclones are considered the major menace in the country, however the recent earthquake with a magnitude of 6.9 in Shan state on March 24, 2011 made inhabitants realize that they are living with the risk of earthquakes as well. According to New Light of Myanmar (the State-run newspaper) on March 26, 2011, the earthquake resulted in 73 deaths (official record of the country). Besides earthquakes and cyclones, there have been many victims of landslides, and the people at coastal areas face the risk of tsunami in the case of earthquakes that occur in the Indian Ocean. In 2004, 61 people were killed in Myanmar by the Indian Ocean tsunami according to the Hazard Profile of Myanmar (2009). Furthermore, the year of 2011 witnessed chronic and severe floods all over the country.
