In this number Mr. Thos. Johnston, the Chief Librarian of the Hornsey Public Libraries, contributes an article on the “infected” book question, following up Mr. Jast's note in a previous issue, in the course of which he gives the result of information obtained from other libraries as to the practices followed. This is an excellent example to other librarians, which we hope they will carefully note and act upon. That is to say, when they next send round the usual circular letter (or it may be a postcard), with the usual batch of questions relating to Sunday opening, or salaries, or the caretaker's uniform, or requiring perhaps a full account of the library, “from the earliest period to the present day,” and receive the usual percentage of replies, do not let them pack away all this information in a box or drawer when their immediate purpose is accomplished, there to lie undisturbed till the next librarian comes along, and burns it with other of his predecessor's “rubbish.” This is a selfish policy. Let him send it to us for publication, and so make some sort of return for the expenditure of temper and time the replies have cost the busy men of the profession : the men with nothing to do seldom reply. Then the same questions would not continue to be asked. Having answered once the question, What are your hours of opening and closing in all departments? you would not be required to go on answering it several times a year. Should there be so benighted a member of the profession as not to see our magazine, and should he promulgate the query, a postcard with the simple words, “Buy The Library World—and read it,” will be sufficient. This will at once fulfil the threefold purpose of relieving you, helping your correspondent, and last, but not least, advertising us. Many librarians who might contribute to our columns do not do so, on the plea that they cannot think of anything to write about. Here then is a suggestion. Have they not, stowed away somewhere or other (but, of coarse, carefully indexed on cards), interesting and valuable material gathered in this way, which would require very little working up to be an acceptable contribution to the comparative study of library methods? It is this comparative study which must form the basis of any thoroughly sound and widely useful system of library economics

Abstract

The history of Catholic Teacher Education is linked to the growth and development of Catholic schools that began in the early nineteenth century. The Catholic Church struggled to recruit enough certificated teachers and relied heavily on pupil teachers. This began to be resolved with the opening of Notre Dame College, Glasgow, in 1895 and St Margaret's College, Craiglockhart, in 1920. The two Colleges would merge into the national St Andrew's College in 1981. This national college would undertake a further merger with the University of Glasgow in 1999 to become part of the newly formed Faculty of Education, later School of Education. The School of Education continues to discharge the mission to prepare teachers for Catholic schools.

Abstract

Purpose

The paper seeks to review dynamic forms of rural retailing, by location, that have innovated through a mixture of actions leading to growth, adaptation, diversification and differentiation.

Design/methodology/approach

Reviews relevant academic literature and draws upon contemporary policy‐related material that details recent innovation within the sector. A rural retail typology by location is presented: retailing within market towns, village shops and stand‐alone retailing forms (farm shops and speciality rural retail outlets).

Findings

Since, the nature together with form of what characterises dynamic and innovative rural retailing differs by location, the typology is based on the above schema. First, market towns have used growth and differentiation opportunities as strategic foci. Second, innovative village shops have applied strategies that seek to counter their structural weaknesses, harness the community and yield new revenue streams. Third, the manner in which stand‐alone retailing forms, such as farm shops together with speciality rural retail outlets, have grown and developed is reviewed.

Practical implications

Reviewing dynamic forms of rural retailing allows for a greater understanding of the operational needs for success. A lack of relevant research is cited together with examples.

Originality/value

Stereotyping rural retailing is erroneous since marginalised enterprises are juxtaposed against more innovative forms. Contrary to perceptions of rural decline, the sector is multi‐faceted with prospering sub‐sectors. The paper focuses on these more dynamic and innovative forms of rural retailing. Much of the previous focus in this sector has been on negative issues and decline. A synthesis of the key contributory phenomena is presented.

Abstract

IN an address delivered recently before the members of the Library Assistants' Association, Mr. R. T. L. Parr, a Local Government Auditor, revived the suggestion that Public Libraries should be merged in the Education Authority. At first sight the suggestion seems reasonable. Public Libraries are a part and an important part, of the educational machinery of the country; a fact that the public are slow to acknowledge, if one can judge from the meagreness of the funds placed at the disposal of library authorities. Past efforts to increase generally the limited library rate of one penny in the pound have failed signally, while the unlimited general education rate has been rising steadily, without any great protests being made by rate‐payers. Why not, then, adopt Mr. Parr's suggestion, and drop all efforts to promote the new Libraries Bill, and instead favour an Education Bill, in which the necessary reforms for public libraries could be inserted? If this could be done without public libraries being placed under the control of the Board of Education, well and good, but, if not, it is advisable to pause and consider. For many years librarians have been endeavouring to organize their profession, and there is a great danger in the individuality of librarianship being swallowed up in general education. The work of the librarian is quite distinct from that of the teacher, and unless the librarian preserves his individuality he is lost. If public libraries are ever placed under the control of the Government, librarians would be well advised to see that they are specially administered on a professional basis, and not run by educationalists to whom the technique of librarianship is a thing unknown. An example of an attempt to combine librarianship with education is dealt with in the succeeding note. Apart from the idea of placing public libraries under the control of the Board of Education, a state of affairs that we do not recommend, librarians would do well to adopt Mr. Parr's hints, and talk more of the educational value of libraries, for it is in this direction that most influence can be brought to bear upon public thought.

Abstract

In a previous article we have called attention to the danger of eating tinned and bottled vegetables which have been coloured by the addition of salts of copper and we have urged upon the public that no such preparations should be purchased without an adequate guarantee that they are free from copper compounds. Copper poisoning, however, is not the only danger to which consumers of preserved foods are liable. Judging from the reports of cases of irritant poisoning which appear with somewhat alarming frequency in the daily press, and from the information which we have been at pains to obtain, there can be no question that the occurrence of a large number of these cases is to be attributed to the ingestion of tinned foods which has been improperly prepared or kept. It is not to be supposed that the numerous cases of illness which have been ascribed to the use of tinned foods were all cases of metallic poisoning brought about by the action of the contents of the tins upon the metal and solder of the latter. The evidence available does not show that a majority of the cases could be put down to this cause alone; but it must be admitted that the evidence is in most instances of an unsatisfactory and inconclusive character. It has become a somewhat too common custom to put forward the view that so‐called “ptomaine” poisoning is the cause of the mischief; and this upon very insufficient evidence. While there is no doubt that the presence in tinned goods of some poisonous products of decomposition or organic change very frequently gives rise to dangerous illness, so little is known of the chemical nature and of the physiological effects of “ptomaines” that to obtain conclusive evidence is in all cases most difficult, and in many, if not in most, quite impossible. A study of the subject leads to the conclusion that both ptomaine poisoning and metallic poisoning—also of an obscure kind—have, either separately or in conjunction, produced the effects from time to time reported. In view of the many outbreaks of illness, and especially, of course, of the deaths which have been attributed to the eating of bad tinned foods it is of the utmost importance that some more stringent control than that which can be said to exist at present should be exercised over the preparation and sale of tinned goods. In Holland some two or three years ago, in consequence partly of the fact that, after eating tinned food, about seventy soldiers were attacked by severe illness at the Dutch manœuvres, the attention of the Government was drawn to the matter by Drs. VAN HAMEL ROOS and HARMENS, who advocated the use of enamel for coating tins. It appears that an enamel of special manufacture is now extensively used in Holland by the manfacturers of the better qualities of tinned food, and that the use of such enamelled tins is insisted upon for naval and military stores. This is a course which might with great advantage be followed in this country. While absolute safety may not be attainable, adequate steps should be taken to prevent the use of damaged, inferior or improper materials, to enforce cleanliness, and to ensure the adoption of some better system of canning.

Abstract

The SAPPHO Project (Scientific Activity Predictor from Patterns with Heuristic Origins) was launched in 1968, with a grant from the Science Research Council, as a study of success and failure in industrial innovation. Two facts are worth emphasizing in introducing the project briefly. The first is that it had been noted by a number of researchers that, in introducing new products and processes to the market, there is a high failure rate. It varies from 60 to 90 per cent, depending on the sector of industry and the nature of the market. The second fact is allied to this. Innovations appear to happen in clusters, very seldom in isolation. Thus, when the world market for a particular chemical expands and forces up its price, several firms in the industry will encourage research into cost reducing or quantity increasing processes. Of this group of innovating firms, one or two will succeed commercially with a process, others will succeed technologically but not commercially, and some will fail on both counts.

Abstract

The review of food consumption elsewhere in this issue shows the broad pattern of food supplies in this country; what and how much we eat. Dietary habits are different to what they were before the last War, but there have been few real changes since the end of that War. Because of supplies and prices, shifts within commodity groups have occurred, e.g. carcase meat, bread, milk, but overall, the range of foods commonly eaten has remained stable. The rise of “convenience foods” in the twenty‐five year since the War is seen as a change in household needs and the increasing employment of women in industry and commerce, rather than a change in foods eaten or in consumer preference. Supplies available for consumption have remained fairly steady throughout the period, but if the main food sources, energy and nutrient content of the diet have not changed, changes in detail have begun to appear and the broad pattern of food is not quite so markedly stable as of yore.
