Abstract

Presents initial findings from research undertaken in 1996 for the Joseph Rowntree Foundation into the internal governance of further education corporations, housing associations and training and enterprise councils. Discusses the relationship between board members and senior officers in these organizations by focusing on the distinctions drawn between strategy, policy and operations. Argues that the language of policy has increasingly been replaced by the language of strategy and that this corresponds to the evacuation of policy questions from the local public sphere. Advances four hypotheses to explain this rolling back of the frontiers of politics: a reassertion of the power of chief executives/managers linked to a new generation of social entrepreneurs; the emergence of a new generation of élite volunteers who restrict their activities to vision and strategy; a response to a rapidly changing economy, society, politics and environment in which speed of decision is of the essence; and increasing centralization. Concludes that a combination of internal and external pressures has reinforced the move towards the new governance.

Abstract

Purpose

Despite enormous progress in health globally, primary healthcare services in many developing countries are facing different challenges. Many studies have documented that decentralisation could be useful in supporting and developing health services closer to citizens. The purpose of this paper is to assess the effect of decentralisation on health services, and to draw general lessons which might help to develop appropriate strategies to improve health services in Nepal.

Design/methodology/approach

A mixed method was used, consisting of reviews of current literatures relevant to decentralisation and health performance, engaging with health service inputs‐outputs data between 2001 and 2007, and assessing the range of choices (management, finance and governance) available to local authorities using Bossert's “decision‐space approach”.

Findings

Decentralisation in many countries, including Nepal, suggests a new form of service delivery.

Originality/value

Review of the selected studies in triangulation with health services data has revealed that decentralisation in many cases has improved access to, utilisation of, and management of health services. The effects on other performance dimensions such as policy, equity, quality and service effectiveness are poorly investigated topics in the literature. The findings suggest that the successful implementation of decentralisation requires a broader context of institutional capacity building and resource management, and underlines the need for their consideration during implementation processes, and further investigation.

Abstract

Purpose

The purpose of this paper is to discover the types of HR outsourcing processes employed by Australian organisations and their relationship to outsourcing outcomes.

Design/methodology/approach

This paper is based upon the results of a survey of medium to large Australian organisations. The survey data were analysed using quantitative analysis to extract the types of HR outsourcing processes, outcomes, and their relationship.

Findings

The analyses identified three types of HR outsourcing processes: screening and selecting, strategic fit, and managing and monitoring. The “strategic fit” process exhibited the strongest relationship to the HR outsourcing outcome followed by the “managing and monitoring” process. The “screening and selecting” did not correlate with HR outsourcing outcome. For each type of HR outsourcing process no correlation was found with the outsourced HR functions. It was found that the most important criteria for selecting an outsourced service provider were trustworthiness, reputation in the industry, cost structure, and history with the organisation. The least important criteria were the service provider’s financial position and cultural similarity with the organisation.

Research limitations/implications

The research design acquired information from a single participant from each organisation which may result in a one-dimensional view. In addition, the data were collected from Australian organisations limiting its generalisation globally. Environmental and political factors were not included in the study. Therefore, researchers are encouraged to consider the influence of these factors on the HR outsourcing process.

Practical implications

The discovered HR outsourcing processes, although different from the generic HR outsourcing model, can be used by organisations to outsource HR functions in a more efficient and effective manner within the Australian context. The research results also indicate the importance for service providers to develop a good reputation and establish trust.

Originality/value

This study is the first quantitative research that determines the specific HR outsourcing processes and how they related to the HR outsourcing outcome in medium to large Australian organisations. The identification of these process types is unique and useful in validating and refining HR outsourcing knowledge within the Australian context.

The student revolt of 1967 to 1974, which finally expired about 1978, retains its fascination and much of its significance in the twenty‐first century. But the seven or so years which preceded it are often passed over as simply a precursor, the incubation of a subsequent explosion; they deserve a higher status. The concentration of interest on the late 1960s and early 1970s arises from the driving role of students in the cultural revolution whose traumatic impact still echoes with us. As late as 2005 some commentators saw federal legislation introducing Voluntary Student Unionism as the culmination of struggles in the 1970s when Deputy Prime Minister Costello and Health Minister Abbott battled their radical enemies. Interest in these turbulent years at a popular, non‐academic level has produced a succession of nostalgic reminiscences. In the Sydney Morning Herald’s ‘Good Weekend’ for 13 December 2003 Mark Dapin pondered whether the Melbourne Maoists had changed their world views (‘Living by the Little Red book’.) In the Sydney University Gazette of October 1995 Andrew West asserted that the campus radicals of the 1960s and ‘70s had remained true to their basic beliefs (‘Not finished fighting’.) Some years later, in April 2003, the editor of that journal invited me to discuss ‘Where have all the rebels gone?’ My answer treated this as a twofold question: What has happened to the former rebels? Why have the students of today abandoned radicalism?

Co‐operation among multinational food corporations, public health agencies and charities to combat food shortages and inadequate nutrition is worthy of serious, objective consideration. Unfortunately, there is some suspicion, hostility, and lack of understanding among different parties. The private sector has valuable expertise and a customer/client orientation that is usually missing elsewhere. Several interventions and difficulties are discussed. Present and potential products, product development, and promotion are considered. It is concluded that significant amounts of responsible co‐operation are vital and possible.

Abstract

This chapter examines the impact of recent airline consolidations in the United States on the technical efficiencies of the airlines involved. Data envelopment analysis (DEA) is used to assess the efficiencies, and the consolidations examined are those that occurred among major network carriers between 2005 and 2013. The airline production process is conceptualized as the transformation of labor, fuel, and fleet-wide seating capacity into available seat-miles, or, under an alternative model specification, into user value, as measured by the airline’s operating revenue. Efficiency is conceptualized in terms of minimizing the airline’s usage of the three inputs, given its output level. The analysis seeks to determine whether the airlines that consolidated were more efficient, post-consolidation, than they were prior to consolidation, compared to airlines that did not enter into consolidations. Although there are limitations owing to the small number of airlines in the dataset, the chapter finds no evidence that the consolidations enhanced the efficiencies of the airlines involved, relative to the efficiencies of the airlines that did not enter into consolidations.

Abstract

Purpose

In addition to the seminal approach of Markowitz (1952) that is based on finding the optimal budget shares for minimizing risk, the authors also make use of the approach developed by Hatemi-J and El-Khatib (2015), which is built on finding the weights as budget shares for maximizing the risk-adjusted return of the underlying portfolio. For testing the stability of the portfolio benefits, the asymmetric interaction between oil, equity and bonds is tested.

Design/methodology/approach

Oil is a major investment commodity. The literature shows mixed results regarding oils' ability to provide diversification benefits. This paper re-examines this issue by applying a new portfolio optimization approach.

Findings

The authors find that oil still yields portfolio diversification benefits; contrary to the traditional Markowitz portfolio approach, the asymmetric causality test results show that oil does not cause bonds for either positive or negative changes; however, oil does cause stocks but only for stocks' negative changes. Hence, oil can still make the returns of a portfolio of stocks and bonds unstable through oil's effect on stocks.

Originality/value

This is the first attempt to investigate the potential portfolio diversification benefits of stocks, bonds and oil by using the combination of risk and return explicitly in the optimization problem. The new insights provided by this article might be valuable to the investors, financial institutions and policy makers.
